The United States Agency for International Development (USAID), is seeking applications (proposals for funding) from U.S. or non-U.S. non-governmental organizations (NGOs) and/or a consortia to implement the Counter Trafficking in Persons Program (CTIP II) which will build on the notable successes of CTIP while broadening the focus to more inclusively address the needs of victims of forced labor. USAID/Cambodia is issuing a request for applications for a cooperative agreement for CTIP II. Please refer to the Program Description (RFA section C) for a complete statement of goals and expected results.
Subject to the availability of funds, USAID intends to award a cooperative agreement of up to $20,000,000 for a program not to exceed four years (from on or about October 01, 2011 – September 30, 2015). USAID reserves the right to fund any, a portion of, or none of the applications submitted.
Goal and Objectives
The goal of the CTIP program is to improve the ability of Cambodian institutions to combat trafficking in persons.
In supporting this overarching goal, the program will pursue the following objectives
1. Strengthen Royal Government of Cambodia (RGC) role to lead anti-trafficking in persons efforts
2. Improve Victim Support Services
3. Improve law enforcement capacity to combat TIP crimes
4. Promote Effective Prevention
Expected Outcomes
At a minimum, the following results are expected to be achieved through the Program:
– The RGC will have improved ability to coordinate and develop policies, regulations and enforcement mechanisms to combat trafficking in persons.
– Best practices for providing support to victims of trafficking will be implemented for victims of trafficking for sexual exploitation with a special focus on victims of trafficking for labor exploitation.
– Law enforcement capacity to combat trafficking in persons will be improved through development of coordinated and standardized trainings on counter trafficking in persons.
– Prevention of trafficking will be improved, particularly for potential victims of trafficking for labor exploitation, through collection of data and sharing of information.
