The Ministry of Agriculture, Forestry and Fisheries of the Europeaid is currently inviting proposals from eligible organisations for its programme-Support to the emergence of strong civil society actors in the livestock sub-sector to ensure food security, increase income, create employment and improve nutritional status for all people by improving the productivity and diversification and commercialisation of agriculture and environmentally sound protection and food safety.
The grants are intended to enable a variety of civil society actors to engage with government to discuss agricultural policy and development issues. This is the grants programme of the Livestock Sub-Sector component.
The overall indicative amount made available under this Call for Proposals is KHR 8,040,000,000.
- KHR 3,688,000,000 for actions to support the Village Animal Health Worker system
- KHR 4,352,000,000 for actions to support smallholder animal production.
Programme Objectives
- The global objective of this Call for Proposals is:
- The emergence of strong civil society in the livestock sub-sector in partnership with local authorities and deconcentrated governmental bodies.
- The specific objective of this Call for Proposals is:
- Non State Actors, civil society organisations, local authorities and de-concentrated governmental bodies cooperate to improve the Village Animal Health Worker system and support smallholder animal production.
Size of Grants
Any grant request under this call for proposals must fall between –
- KHR 2,688,000,000 & KHR 3,688,000,000 for actions to support the Village Animal Health Worker system.
- KHR 3,352,000,000 & KHR 4,352,000,000 for actions to support smallholder animal production.
Duration
The initial planned duration of an action may not be lower than 18 months nor exceed 24 months. In any case, actions will not continue beyond the end of the operational implementation phase of the Financing Agreement, which is 19 June 2018.
Location
Actions must take place in Cambodia.
Eligibility Criteria
- Eligibility for funding extends to the organisations established in the Kingdom of Cambodia or a Member State of the European Union or in eligible country.
- Applicants must be a legal person, non-Profit making & a Civil Society Organisations.
- The applicant may act individually or with co-applicant(s) who must satisfy the eligibility criteria as applicable to the applicant himself.
- The applicant and its co-applicant(s) may act with affiliated entity (ies) having a structural link with the applicants. Eligible entities may thus include-
- Entities directly or indirectly controlled by the beneficiary (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the beneficiary (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the beneficiary (parent companies). Likewise, they may be entities controlling an entity controlling the beneficiary;
- Entities under the same direct or indirect control as the beneficiary (sister companies).
How to Apply
- The application process consists of two phases-
- Phase 1, concept note
- Phase 2, full proposal
- Only Concept Notes must be submitted for evaluation. Thereafter, applicants who have been pre-selected will be invited to submit a Full Application Form.
- Prior registration in EuropeAid’s on-line database, PADOR, is obligatory for applicants, co-applicants and affiliated entities.
- Applicants must be registered before submitting the concept note, while co-applicants and affiliated entities must be registered prior to submission of the full application, if applicable.
