The document presents guidelines for people engaged in humanitarian work, starting right from the first stage, which is to identify the specific project for which funding is required. It gives step-wise information about drafting a proposal, which is quite essential for an effective approach.

The main purpose of the document is to identify, locate, and approach funders. As stated in the document, it is quite important to research and identify the appropriate donors, who would be interested in the specific project; sending applications to all funding organizations will prove futile, as the projects may not fall in the area of interest of the donor. Hence, once a proposal is ready, one should research for and identify the funders, who would be interested in providing funds for that particular project.
