The Danish Refugee Council (DRC) is currently seeking applications from the eligible applicants for the post of Livelihoods & Cash Coordinator and Livelihood and Social Cohesion Cluster Co-coordinator, based in Erbil, Iraq.
The DRC aims to help people who have fled war and conflict, who are persecuted because of race, religion, nationality, political conviction or social affiliation.
Key Job Responsibilities
The Livelihoods & Cash Coordinator and Livelihood and Social Cohesion Cluster Co-coordinator will perform the following functions-
- Emergency Livelihoods Cluster/ Sector Co-Coordinator:
- With UNDP, as the lead coordinating agency, responsible for the overall implementation of the cluster coordination role in accordance with IASC guidelines on cluster leadership and accountability.
- With the designated UNDP lead, provide support to the management of the National Livelihoods and Social Cohesion cluster (LHs/SC) in order to coordinate the humanitarian response to the needs of the conflict and displacement affected population.
- Cash/ Voucher and Livelihoods Programs:
- Under the supervision of the Head of Programs, responsible for harmonization of livelihoods and cash / voucher program tools, guidelines and strategy country wide as well as for providing technical support to cash and livelihoods programs country wide.
- Lead in the development of Livelihoods and cash programming country strategy, related project proposals, donor communication and reporting.
- Provide direct technical line support to the field based Livelihoods and Cash project managers.
- Undertake regular field/onsite visits to ensure technical support to livelihood and cash staff and proper monitoring of the activities’ implementation in area of operation.
- Overall budget holder, with the support of the Cash PMs, for all cash based response budget lines under various projects ensuring high quality and timely implementation.
- Oversee the effective and timely implementation of activities under the Iraq Cash Consortium in collaboration with partners; IRC, NRC and Mercy Corps.
- Provide technical input and strategic direction to the Cash Consortium Technical Working Group.
- Train and build the capacity of staff country wide in relation to cash/ voucher based response programs.
- Ensure Age, Gender and Diversity (AGD) approach to livelihood and cash is consistently applied through community and rights based participatory methods.
- Ensure the respect of DRC Code of Conduct, the confidentiality and humanitarian principles and contribute to the integration of protection and AGD mainstreaming into DRC livelihoods and cash programming.
- Any other duties as required.
Eligibility Criteria
Applicants must have-
- University degree or higher education relevant to humanitarian work: preferably in law, social sciences or humanitarian aid.
- Proven experience of at least 3 years in livelihoods and/or cash programming, preferably in an emergency or early recovery setting.
- Excellent understanding of Livelihoods and Social Cohesion issues in mixed emergency situations and detailed knowledge of Livelihoods and Social Cohesion principles in humanitarian action.
- Experience in international humanitarian work and refugee and/or IDP complex emergencies.
- Development of policy, strategies and humanitarian responses plans and strategies in the sector of field Livelihoods and Social Cohesion.
- Excellent leadership, coordination, communication, capacity building, planning and analytical skills.
- Excellent advocacy and representation skills including the development of strong interpersonal relationships to facilitate communication within the cluster.
- Significant professional or practical knowledge of livelihoods and cash strategies, policies and implementation modalities.
- Cultural and gender sensitivity, adaptability.
- Self-motivated and pro-active.
- Fluency in English (spoken and written) is a must.
- Previous experience working within the cluster system, preferably in mixed situation.
- Proven experience with collection, monitoring, documentation & analysis of Livelihoods / Social Cohesion data.
- Experience with donor relations and in setting up and maintaining good working relations with Government representatives.
- Previous experience in the Middle East preferred.
- Experience in other sectors such as CCCM/ early recovery/livelihoods/social cohesion.
- Experience working for or with UNDP.
- Good experience in training and liaising with national NGO & partners.
