The United Nations Development Programme (UNDP) is currently seeking applications from the eligible applicants for the post of National Consultant (Social Development Policy Expert), based in Kabul, Afghanistan.

Key Job Responsibilities
The National Consultant will perform the following functions-
- Support the coordination of Public Policy strategy for DPP in close coordination with the Director, Deputy Director and the Deputy of DPSP along with relevant staff.
- Support the DPP in undertaking socio-economic research that can contribute to evidence-based socio-economic policy formulation.
- Enhance the capacity of the team of national experts working in the DPP in research, policy analysis and policy formulation.
- Initiate and establish systematic coordination mechanisms with the respective line ministries and Parliament members working on issues pertaining to socio-economic policies.
- Support the DPP in establishing a data base of relevant research and studies prepared by national and international specialized organizations.
- Support the DPP in establishing contact with international specialized organizations.
Eligibility Criteria
Applicants must have-
- A Masters in Sociology, Anthropology, Economic Development or any relevant education. A PhD candidate is highly desired.
- For a PhD candidate, at least 5-7 years of work experience in the area of social policy development, policy formulation, applied analysis, research and economic development.
- For a Masters candidate, at least 10 years of work experience in the area of social policy development, policy formulation, applied analysis, research and economic development.
- Experience working in post-conflict countries is a plus.
- Proven intellectual and practical capacity to understand and interpret national development issues, particularly in post conflict/ crisis country setting.
- Strong knowledge of State of Practice in social policy development, formulation and evaluation of public policies at the center of government.
- Proven experience with coaching, advisory and capacity development of national government counterparts in post-conflict recovery process.
- Experience with UNDP agencies is an asset.
- Excellent oral communication skills and conflict resolution competency to manage inter-group dynamics and mediate conflicting interests of varied actors.
- Excellent ability to communicate sensitive issues with senior political leaders.
- Excellent representation and understanding of the local context.
