The World Food Programme (WFP) is currently seeking applications from the eligible applicants for the post of Monitoring and Evaluation Officer, based in Johannesburg, South Africa.

Key Job Responsibilities
The Monitoring and Evaluation Officer will perform the following functions-
- Oversee and manage all M&E activities within the M&E programme of the ARC Agency, including: o ARC log-frame tracking, as well as semi-annual and annual donor reporting on log-frame progress; o Conducting in-house process audits of in-country payout implementations on behalf of the ARC Agency, including monitoring and analysing monthly and final implementation reports and in-country log-frame reporting; o Developing a stand-by roster of national and/or international external M&E firms to implement in-country M&E process (including financial) audits to be deployed in a timely manner should payouts occur; o Managing the procurement and supervision of external M&E firms as they conduct M&E process audits; o In the event of small payouts, conducting the M&E process audit and writing up results.
- Synthesize internal and external M&E process audit results into lessons learned and key action points for ARC Agency in terms of improving standard operating procedures, payout implementations, contingency planning and the impact of ARC at the national level;
- Manage the development and production of ARC’s flagship annual M&E report and country case studies, and ensuring that lessons-learned are incorporated into the website and workshops;
- Develop, manage and maintain an MIS database of all ARC and in-country log- frame indicators and process audit data and results, ensuring the data collection required to populate the database happens on a regular basis;
- Selected candidates may be asked to serve in a difficult duty station upon appointment.
- Conduct training for ARC staff, government counterparts and in-country partners on ARC’s M&E framework (and M&E in general), providing guidance on ARC’s M&E processes and objectives;
- Provide recommendations on and lead the development and design of the ARC evaluation strategy and assist in its implementation;
- Lead the further development and refinement of ARC’s M&E framework, log-frame, programme and process audit tools, to ensure these continues to evolve and improve with experience to become the standard for disaster response M&E in Africa;
- Build and manage relationships with in-country and international partner agencies to ensure ARC’s in-country M&E programme aligns with and strengthens existing initiatives to improve M&E;
- Travel to ARC countries and represent ARC at international meetings and conferences as necessary;
- Perform other duties as required.
Eligibility Criteria
- Applicants must have-
- Advanced university degree in economics, statistics, international development, public policy, monitoring and evaluation or other related field, or First University degree with two additional years of related work experience.
- At least 8 years (of which three are international) of postgraduate progressively responsible professional experience in monitoring and evaluation, public sector management, development projects, emergency assistance, and/or operational aspects of national, bilateral or multilateral humanitarian assistance.
- Experience in designing and conducting quantitative and qualitative data collection in developing countries, including beneficiary monitoring, social impact assessment, desk reviews, interviews and field work.
- Other skills-
- Superior analytical research, writing and communication skills;
- Excellent skills in stakeholder management and negotiation;
- Excellent facility with Excel, MIS and delivering quality products on time;
- Knowledge of risk transfer, including (parametric) insurance, climate change issues and climate-related development programmes in Africa;
- Knowledge and experience of food security planning and emergency response in Africa (especially for drought and other natural hazards), including beneficiary impact, political economy and the management and operational frameworks for major national and regional responses;
- Expertise in designing and conducting development or humanitarian programme evaluations, including formative or process, theory-based and impact evaluations;
- Excellent working knowledge of word processing, spreadsheets and MIS;
- Strong analytical skills and experience, including analysis and triangulation of qualitative and quantitative data;
- Experience with cost benefit analysis and value for money evaluations;
- General knowledge of UN system policies, rules, regulations and procedures governing administration a plus;
- Demonstrated ability to take a strategic view across a large complex programme;
- Fluency in oral and written English with an intermediate knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) or Portuguese (one of WFP’s working languages).
- Fluency in French is desirable.
