The United Nations Children’s Fund (UNICEF) is currently seeking applications from the eligible applicants for the post of Emergency Specialist, based in Addis Ababa, Ethiopia.
UNICEF has been working on the ground in 190 countries and territories to promote children’s survival, protection and development.
Key Job Responsibilities
The Emergency Specialist will perform the following functions-
- Coordinates the development, updating and implementation of the office and regional structures contingency plans. Undertakes to review and revise the plans as needed and at least once a year.
- Further develops and sustains internal mechanisms for rapid assessments of emergency situations of both Addis-based staff and regional structures. Coordinates assessments and manages information from those assessments leading to rapid response based on the Core Commitments for Children in Emergencies. Takes a lead role in coordination with OCHA and other UN agencies in the development of a UN rapid assessment and response mechanism.
- Develops decentralized / regional preparedness capacities with UNICEF’s regional structures including the management of decentralized contingency stocks.
- Organizes and leads regular training programs / sessions related to the Core Commitments of Children in Emergency and based on the latest UNICEF EPR training modules for the benefit of all UNICEF staff members and Government / NGO partners.
- Coordinates all issues related to Internally Displaced Persons and refugees, including the development of an IDPs related Government policy in partnership with the other UN agencies, of a protection framework, monitoring and response capacities in close collaboration with UNICEF’s protection unit as well as OCHA, WFP and UNHCR.
- Ensures that all UNICEF supported emergency responses are well documented and that the needed situation reports, donor updates and other advocacy as well as internal information documents are of quality and are sent in a timely manner with the support of the Communication and the reporting officers.
- Ensures the active and effective participation of UNICEF in all humanitarian coordination forum whether internal to the UN or chaired by the Government at the technical level.
Eligibility Criteria
Applicants must have-
- Advanced university degree in development planning or social science
- A first university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of advanced university degree.
- Five years of progressively responsible professional work experience at national and international levels in development project management and reporting.
- Fluency in English and another UN language is required.
- Knowledge of the local working language of the duty station is an asset.
