The World Bank is currently seeking applications from the eligible applicants for the post of Communications Officer based in Washington DC, USA.
The World Bank has set two ambitious goals to push extreme poverty to no more 3 percent by 2030, and to promote shared prosperity and greater equity in the developing world.
Key Job Responsibilities
The Communications Officer performs the following functions-
- Design, implement, monitor and assess, results-oriented communication plans and activities for ESMAP and the Energy GP that will include messages, positioning, stakeholder identification, opportunities, horizon risk scanning and monitoring/impact evaluation.
- Determines the types of information and communications activities that are best suited to addressing issues or problems and identifies relevant information sources. Accordingly, writes and/or oversees the preparation, production and dissemination of both routine and complex outreach products— including the Annual Report, e-bulletins and Impact Stories for the web— that promote the strategic and timely flow of information and key messages about ESMAP and the Bank’s energy work, its policies and operations to key internal and external audiences (including donors).
- Initiates and sustains effective professional relationships with key internal and external constituencies (e.g. donor partners, WBG country and regional staff, global practice knowledge management focal points, traditional and social media, civil society, academia, private sector, government agencies, and parliamentarians). Identifies opportunities for and forges strategic partnerships both inside and outside the Bank to improve dialogue and outreach and to strengthen ESMAP’s overall effectiveness and image
- Monitors and analyzes current events and public and media/social media opinion with a view to risk management. Advises management and other relevant Bank staff on trends, news developments, or changing/unexpected circumstances that may impact ESMAP and the practice’s work, and helps to determine appropriate strategic responses to address them.
- Provide high quality content and work with the GP’s digital team to better leverage and promote ESMAP’s online content.
- Provide operational communications support to ESMAP teams within technical assistance programs.
- Under the direction of the Communications Lead draft/prepare major communications products, including (but not limited to) briefings and speeches, feature stories, op eds, events and launches, news releases, and talking points.
Eligibility Criteria
Applicants must have-
- Master’s degree (Communications, International Relations/Public Affairs, Journalism or other relevant discipline).
- A minimum of 5 years relevant experience or BA plus 10 years of relevant experience.
- Demonstrates excellent English language skills and proficiency to write and edit complex communications products for purposeful structure, clarity of ideas, and logical, persuasive presentation.
- Demonstrates ability to nurture and maintain relationships and communications with critical internal and external constituencies and stakeholders.
- Demonstrates ability to think strategically and rapidly analyze diverse information from varied sources.
- Solid understanding of development topics and ability to identify communications-related opportunities and risks in an international environment.
- Familiarity with Bank operations, and governance issues (such as procurement, financial management, taxation, public management, regulatory policy, transparency, digital deliveries, anticorruption, open development and social accountability) or energy issues (hydro, clean energy, access, and subsidy reform) will be considered a plus.
- Demonstrates ability and the necessary personal organization skills to take initiative, personal ownership, and accountability to meet deadlines, work under pressure, and achieve agreed-upon results.
- Experience using digital and social media to stimulate conversations and promote and position across websites, blogs and other channels.
- Demonstrates ability for teamwork in a multicultural environment.
- Experience working with senior executives and a diverse range of donors preferred
- Capacity in other languages (e.g., Arabic, Chinese, French, Portuguese, Russian or Spanish) is desirable.
