Key Job Responsibilities
The Lead Evaluation Officer will perform the following functions-
- Provide intellectual leadership across IEG in the area of Human Development;
- Coordinate IEGCH’s Human Development cluster (3-4 staff and various consultants);
- Lead and contribute to large thematic evaluations;
- Oversee the HD sector project evaluations, acting as cluster leader and quality assurer, principal evaluator, or panel reviewer for ICRRs and PPARs (project level reviews and assessments), as required;
- Advise the group manager on program directions and priorities in his/her area of expertise;
- Contribute to cross-departmental work and initiatives, as agreed with Manager, such as support for implementation of the three cross-cutting Strategic Engagement Areas, new Methods and Data work program, Management Action Record process, Evaluation Capacity Development program, and IEG-wide learning and knowledge sharing;
- Contribute to building the IEG task teams and facilitate strategic orientation of IEG’s work program in the areas of human development, drawing on synergies and complementarities among the other IEG business lines and other IEG departments as part of the “integrated business lines” concept;
- Liaise with the WBG’s operational departments, relevant Global Practices (Health, Nutrition and Population; Education; and Social Protection and Labor), as well as with development partners on HD related issues;
- Help build teamwork among IEG staff and strengthen the strategic alignment among IEG units working across the WBG;
- Coach and mentor junior staff and support quality assurance for IEG’s products;
- Promote timely, cost-effective, and demand-driven learning and knowledge products and services to accelerate dissemination of best practices and lessons learned;
- Lead by example in terms of focusing on the impact of IEG findings by framing evaluation evidence in ways that it is easy to understand, compelling to use, and trackable in terms of impact, and by committing time and resources to ensure that learning from evaluations does take place; and
- Peer review and providing cross-regional knowledge in his/her area of expertise and serve as a technical adviser who may be called upon to participate in a broad range of evaluative tasks.
Eligibility Criteria
Applicants must have-
- Advanced graduate degree in economics or related social science (preferably Ph.D.) with at least 15 years of relevant experience (12 in case of PH.D.);
- Solid professional credentials, with strong and proven capability for effective task and/or portfolio management, policy formulation and dialogue, and recognition by peers as leading authority in the HNP, Education, and Social Protection and Labor fields. Preference will be given to candidates with relevant experience across these areas;
- Strong analytical, conceptual and problem-solving skills demonstrated through research, sector studies, or similar activities;
- Knowledge of quantitative and qualitative evaluation methods, with preference for candidates with demonstrated experience in application of these methods;
- Ability to gain the trust and respect of WBG counterparts, while maintaining objectivity and clear focus on the WBG’s mission; establishing links with networks and relevant partners;
- Ability to enhance the quality of WBG products through precise evaluative findings grounded in clear analysis, leading to constructive feedback, encouraging innovation and risk taking;
- Excellent written and verbal communications skills and the ability to plan and undertake large and complex evaluations;
- Proven ability to lead as well as work in diverse, multicultural teams, to mentor staff, to inspire staff commitment to technical excellence and teamwork, and to resolve conflicts constructively;
- Ability to simultaneous manage numerous competing demands and priorities, respond quickly to management requests, and set priorities for self and others;
- Demonstrated ability to work across sectors, networks and ability to conduct business with the WBG’s Management and Board of Executive Directors, senior management and with colleagues in other parts of the Bank Group; or within similar organizational structures elsewhere.
