The World Health Organisation (WHO) is currently seeking applications from the eligible applicants for the post of National Professional Officer, based in Gaziantep, Turkey.
WHO works together with policy-makers, global health partners, civil society, academia and the private sector to support countries to develop, implement and monitor solid national health plans.
Key Job Responsibilities
The National Professional Officer will perform the following functions-
- Supports the Emergency Coordinator in his/her function of strengthening the health cluster coordination mechanism at country level thorough enhancing partnership with health partners and other sector partners.
- Acts as liaison between national authorities and the field operations in Gaziantep contributing to the strengthening of WHO’s response capacity, including identifying needs and funding gaps.
- Supports the implementation of the response operations in Gaziantep, ensuring close coordination and smooth functioning between the operational and technical/programmatic components, ensuring clear lines of communication with the team in Gaziantep and Ankara.
- Coordinates with partners in the dissemination of donated health kits, supports the procurement and dissemination of ad hoc and cross border supplies, participates in the logistics cluster meetings of the UN and carries out training needs assessments of emergency staff.
- Keeps an overview of all health interventions required/ongoing, especially trauma care.
- Fosters effective collaboration with and provides technical input/ to provincial and municipal health authorities, national and international NGOs and UN agencies, with emphasis on the coordination and consolidation of health sector activities at the national level in support of the field operations in Gaziantep.
- Supports implementation, monitoring, evaluation and reporting of activities and drawing/documenting lessons to be learnt.
- Assists with the development of work plans, including timeframes and activity cost estimates, project proposals and budgets, tracking and monitoring project implementation using project tracking systems.
- Facilitates smooth information flow on activities through preparation and sharing of reports, organizing meetings and participating in training of medical emergency staff.
Eligibility Criteria
Applicants must have-
- University degree in medicine, public health, disaster management, social sciences or related field.
- At least two years’ of national work experience in the field of management of public health programmes/systems, including emergency and humanitarian response, with emphasis on management and capacity building.
- Experience in developing and promoting collaborative partnerships and/or experience in emergency stricken countries.
- Degree or studies in medicine, public health management or public administration; training in diseases management, emergency response or a related subject.
- Experience in / or sound knowledge of WHO mandate and goals in emergency risk and crisis management or experience in UN organizations / agencies, international institutions or NGOs.
- Computer literacy.
- Excellent presentation skills.
- Demonstrated knowledge of response operations and their implementation in emergencies as related to public health, complemented by demonstrated ability to identify and manage difficult situations.
- Excellent skills in the monitoring and analysis of emergency situations.
- Excellent interpersonal skills and ability to work under pressure.
- Proven ability to communicate effectively. Tact, discretion and ability to promote consensus.
- Excellent knowledge of English and national language.
