The United Nations Office for Project Services (UNOPS) is currently seeking applications from the eligible applicants for the post of Senior Monitoring Officer based in Geneva, Switzerland.

Key Job Responsibilities
The Senior Monitoring Officer will perform the following functions-
- Ensure the continued efficiency and effectiveness of Global Sanitation Fund programme monitoring.
- Lead the periodic review, revision, and updating of the GSF M&E Results Framework and Guidelines.
- Lead the development and rollout of a data management and analysis system.
- Develop quantitative and qualitative methods and participatory methodologies to monitor programme quality, performance and results.
- Contribute to the ongoing development and implementation of M&E tools and systems to improve the GSF’s ability to collect, analyze and aggregate data to demonstrate impact and program accountability.
- Provide analytical feedback to the GSF Director and country portfolio teams (led by Senior Programme Officers), on results and performance of GSF programmes, identifying key trends, risks, constraints and opportunities related to targets and indicators.
- Consolidate an analysis across GSF country programmes to support the GSF Director on strategic evidence-based decision-making.
- Take a technical lead in designing and implementing the baselines as well as mid-term and end of programme surveys.
- Strengthen the comparability of results which includes developing a uniform application of programme indicators in all GSF countries.
- Play a central role in the GSF Team, incorporating recommendations and feedback from colleagues, and keeping the Team informed (and involved as needed) on M&E related activities.
- Support the Evaluation Unit in commissioning of evaluations and reviews and facilitate the implementation of evaluation recommendations.
- Support the overall monitoring portfolio of WSSCC to strengthen evidence-based monitoring and reporting as well as consolidate and contribute towards the sector monitoring needs.
- Provide country-level support to strengthen monitoring of programme results.
- Review and provide technical input to strengthen M&E components within the GSF Country Programme Plans including disaggregated data collection, analysis and reporting.
- Support, and provide guidance on, monitoring activities conducted by partner agencies (Executing Agencies) and sub-grantees at the country level to ensure proper management, aggregation and analysis of all primary and secondary data related to the programme.
- Provide technical support for the country programme baselines, outcome surveys and regular progress reports.
- Provide capacity building technical support to M&E staff in GSF Executing Agencies (EAs) across the GSF countries as and when required.
- Identify specific M&E training needs of the country GSF partners and support need-based capacity building initiatives for the country GSF partners. This may involve developing a standard M&E training module for the GSF programmes at different phases of the project cycle.
- Support GSF related components of WSSCC reviews, studies and reports. Take a lead role in provision of data and other input to GSF documents, papers, Steering Committee notes, advocacy materials and reports (particularly the annual and mid-year progress updates).
- Supervise consultants carrying out specific tasks related to the GSF M&E work program.
Eligibility Criteria
Applicants must have-
- Masters’ degree in Monitoring & Evaluation, health statistics, information management, or related field.
- A combination of a Bachelor’s Degree plus training, professional qualifications and 2 additional years of relevant experience may be accepted in lieu of the masters’ degree.
- A minimum of 7 years of progressively responsible experience (9 with a Bachelor’s Degree) in quantitative and qualitative data analysis, preferably in the water, sanitation and hygiene sector, or in the health, development or social sectors.
- Fluent written and spoken English is required (excellent English language writing skills essential).
- Knowledge of French is considered an asset.
