Concept Notes invited under EIDHR’s Country Based Support Schemes

The Delegation of the European Commission in the Philippines has issued a Restricted Call for Proposals under the European Instrument for Democracy and Human Rights (EIDHR) Country Based Support Scheme (CBSS) for the promotion of human rights and democratic reform. NGOs from the Philippines or the international organizations from the EU and other countries are eligible to apply for the funding. The themes set for this call include, as follows:

Lot 1: The pursuit of common agendas for human rights and democratic reform based on cooperation among civil society organizations working in mutual support, building coalitions across different regions, communities and identity groups and a range of duty-holders and rights-holders with priority to:

1a) Citizens voter education for the 2010 local and national elections by independent groups (i.e. not political parties);

1b) Domestic monitoring of the electoral process including voters registration, actual voting, campaign finance watch, and election-related violence.

Lot 2: Building towards consensus on disputed or controversial areas of policy by means of civil society
dialogues which seek to bridge societal divides and which bring together a wide range of stakeholders to share experience and analyze common problems, with priority to:

2a) Contributing to domestic implementation including monitoring of international commitments in the field of prevention of violence, particularly: torture, violence against women and grave abuses against children (including children affected by armed conflicts);

2b) Promotion and protection of local human rights defenders’3 claim-making including issues related to torture, violence against women and grave abuses against children (including children
affected by armed conflicts).

Only one focal theme has to be addressed in the proposal. The available grant for each proposal is between EUR 50,000 and 250,000. PADOR registration is required for organization applying for this grant. Only concept notes have to be submitted in response to this call initially. After review of concept notes, detailed proposals would be requested from shortlisted organizations. The last date to submit concept notes is 7 September 2009. For more information, visit this link.
