World Learning’s Displaced Children and Orphans Fund Programs

The funding opportunity under the Displaced Children and Orphans Fund (DCOF) Programs, managed by World Learning and supported by the United States Agency for International Development (USAID), is available for international NGOs, US-based private voluntary organizations and US NGOs only. DCOF is part of the Special Programs to Aid the Need of Survivors (SPANS) Grants Solicitation and Management (GSM) Program funded by USAID and managed by World Learning under a Cooperative Agreement. World Learning has issued this Request for Applications to award two to four sub-grants with each valuing up to $2,500,000 for three-year projects to be started approximately from August 2010 to July 2013. The overall goal of the Program is “is to measurably improve the safety, well-being, and development of highly vulnerable children.” The strategies to be funded under the Program are:

  1. “Strengthening Systems of Child Protection” Strategy
  2. “Improving Family-Level Assets and Income Generation Opportunity Through Economic Strengthening Activities” Strategy

Applicants proposing for this project should have prior experience in areas for which they are applying and they should also have already implemented a program of the same size or large than what is being proposed here. Although the Program is open to receive applications from different countries, it has prioritized certain geographical regions where it could provide grants. These countries are Armenia, Bangladesh, Brazil, Myanmar, Cambodia, China, Indonesia, Jordan, Kazakhstan, Kyrgyzstan, Malawi, Moldova, Mongolia, Namibia, Tajikistan, Thailand, and Zambia.

Please note that local NGOs or national-level NGOs are not eligible to apply for this funding and only international and US organizations can submit proposals.
