The United States Agency for International Development (USAID) is seeking applications from qualified and eligible regional and local organizations countries to provide technical assistance and support to strengthen democratic electoral and political processes at national and regional levels.
Objectives
- Improved enabling environment for electoral governance and political processes
- Enhanced independence and professionalism of electoral administration
- Increased citizen participation in elections and political processes, including political transitions
- Enhanced participation, leadership, and political empowerment of women, youth and other marginalized groups
- Effective election observation and oversight of electoral processes
- More representative and competitive multiparty systems
- Strengthened democratic national and sub-national governance by elected leaders
Award Information
- The estimated life-of-project budget for the Regional and Local Support for Elections and Political Transitions Program is $37.5 million with a five-year period of performance, of which USAID anticipates awarding up to three (3) Leader Award(s) in the amount of $2.5 million each.
- The cumulative amount of Associate Awards will not exceed $30 million.
- Associate Awards may be for up to five years in duration and, while they must be awarded during the period of the Leader Award, may extend beyond the end of the Leader Award.
- All Leader Awards during those five years will not exceed $30 million.
Eligibility Criteria
- The applicants may be submitted only by qualified eligible organizations based in developing countries.
- Organizations should be
- headquartered in, and legally organized under, the laws of a country which is not a member of the Development Assistance Committee of the Organization for Economic Co-operation and Development;
- managed by a governing body comprised of a majority of citizens or lawful permanent residents of countries which are not members of the Development Assistance Committee of the Organization for Economic Co-operation and Development,
- if a corporation, is majority owned by individuals who are citizens or lawful permanent residents of countries which are not members of the Development Assistance Committee of the Organization for Economic Co-operation and Development.

- Full Proposals
- Applicants are first requested to submit concept notes and the successful applicants will be invited to submit full proposals.
