European Commission has issued a restricted call for proposals to support the organizations conducting policy-oriented and field-based activities in Pakistan, with a strong emphasis on thematic and/or transversal issues, for example, mediation and dialogue; addressing situations of fragility and conflict; women, peace and security; and human security (including responsibility to protect).
OBJECTIVES OF THE PROGRAMME
Instrument for Stability (Article 4.3) also known as the ‘Peace-building Partnership’ supports long-term measures aimed at building and strengthening the capacity of international, regional and sub-regional organizations, state and non-state actors to be able to:
(a) promote early warning, confidence-building, mediation and reconciliation, and address emerging intercommunity tensions;
(b) improve post-conflict and post-disaster recovery response efforts.
Specific objectives of the calls for proposals
1. To develop EU partnerships with, and between, non-state actors active in the field of peace-building at operational level;
2. To enhance the institutional and operational capacity of non-state actors active in the field of peace-building under the Instrument for Stability focusing on transversal thematic issues, for example, mediation and dialogue and situations of fragility and conflict;
3. To support the contribution of non-state actors active in the field of peace-building to improved early warning systems and to provision of strengthened field-based political analysis.

1. Civil society capacity-building in Mediation and Dialogue
2. EU approach to situations of fragility and conflict
Size of grants
Any grant requested under this Call for Proposals must fall between the following minimum and maximum amounts:
• minimum amount: EUR 400.000
• maximum amount: EUR 1.000.000
This is a restricted Call for Proposals. In the first instance, only Concept Notes must be submitted for evaluation.
