The United States Agency for International Development (USAID) is seeking applications for Assistance Agreements from all U.S. and non-U.S. qualified organizations for funding to support a program entitled “MULU Prevention Project.” The name of the program “MULU” when translated from Amharic, means “complete”. The program will support the efforts of Government of Ethiopia (GoE) in meeting the Strategic Plan for intensifying a Multi-sectoral HIV and AIDS (SPM) II targets of intensifying HIV prevention in Ethiopia.
The project aims to implement two (2) cooperative agreements to decrease the number of new HIV infections by reducing risks and vulnerability to new infection through an evidence-based process led by GoE.
Goal and Objectives
The overall goal is to contribute to the national target of reducing new infections by 50% by 2014. By the end of the fifth year, the service coverage for most at-risk populations (MARPs) shall increase, and GoE workplace responses will be strengthened.
Objectives:
- To prevent new HIV infections by reducing behavioral risk factors among most-at-risk populations and other highly vulnerable populations.
- To strengthen community level systems and structures to support combination prevention
- To increase the capacity of GoE to lead HIV prevention interventions that are based on the local epidemiology of new infections
- To forecast the need for and strengthen HIV prevention endeavors in selected large-scale workplaces
Funding Size
USAID expects to award two (2) Cooperative Agreements based on this RFA. Subject to the availability of funds, USAID intends to provide approximately $70,000,000 in total USAID funding to be allocated over five year periods.
