The Treatment Action Campaign (TAC), a nonprofit organisation working for the rights of people living with HIV, is inviting proposals from consultants for the monitoring and evaluation of a project. The evaluation of the project needs to be done to find out about the achievements of the project. The evaluation will also determine if the project made any difference to the targeted people and what has been learnt that should be taken into account for immediate and future programming.
Methodology
The evaluation should use a participatory methodology which engages all key stakeholders in Eastern Cape with primary emphasis on OR Tambo District, but also including provincial stakeholders and a limited review of Amathole District.
The stakeholders should include:
A range of TAC staff (past and present) and office bearers;
- TAC branch members;
- Staff at health facilities where TAC is currently working; managers from the Provincial Department of Health;
- Representatives from among those using health facilities, including people living with HIV and AIDS (PLHA) accessing treatment;
- Representatives from groups of PLHA;
- Representatives from local communities.
In addition, there will be a need to engage with TAC staff and office bearers at national level, the Comic Relief HIV Programme Manager and a representative of SING in UK.
The external evaluation team should provide the following deliverables within the timeframe indicated:
- Initial face-to-face feedback to key TAC stakeholders in Eastern Cape at the end of the research phase to present key findings, and allow for immediate comment. (schedule: within four weeks of commencement date);
- A draft report of the evaluation findings to be available to TAC (within six weeks of commencement date);
- A final report to be made available to TAC (within one week of TAC and Comic Relief providing feedback on the draft);
- A brief summary of the findings, written in accessible language, should be made available to enable TAC to provide formal feedback to key stakeholders in Eastern Cape, including those who participated in the research (within one week of acceptance of final report).
Requirements
- Experience having done similar evaluations in the NGO environment
- Tertiary qualification at degree level
- Organisational and community development strategies
- Monitoring and evaluation technical ability
- Research, critical analysis and recommendations
- A valid unendorsed driver’s license
