United States Agency for International Development in the Philippines (USAID/Philippines) is seeking applications for an Assistance Agreement for a three‐year program entitled “Combating Human Trafficking in the Philippines”
USAID/Philippines trafficking in persons program will support targeted interventions based on relevance, selectivity, effectiveness, impact, and sustainability. USAID assistance will address priority areas and reform initiatives of the Philippines, represented on the government side by the Inter-Agency Council Against Trafficking (IACAT), and by a variety of civil society organizations (CSOs).
Funding Size:
Subject to the availability of funds, USAID intends to provide approximately US$2.7 million in total USAID funding to be allocated over a three‐year period.
FOCUS AREAS AND ILLUSTRATIVE ACTIVITIES
Prosecution
The basic objective of this component is to improve the effectiveness of prosecution and increase the conviction of human traffickers.
Illustrative Activities for More Effective Prosecution of Trafficking in Persons Cases:
– Training programs for prosecutors, judges, foreign service officers, social welfare and labor personnel in handling trafficking cases
– Documentation and dissemination of best practices on TIP focusing on case buildup, prosecution and witness protection
– Strengthening of anti‐trafficking task forces at national and local levels, including task forces at ports and airports
– Civil society‐ led court watch of TIP cases
– Expansion of DOJ monitoring of TIP cases
– Support for more efficient witness protection program for TIP cases
Protection
The main objective of this component is to provide comprehensive and integrated protective services to trafficking victims to ensure they gain new life skills and will not be re‐trafficked.
Illustrative Activities for Victim Support and Empowerment:
– Expand support for shelters and other channels of assistance that provide comprehensive and integrated services such as medical, psychological, rehabilitation, skill training and education, counselling, and legal aid
– Strengthening of witness protection program for TIP cases
– Capacity building for victims/survivors as anti‐TIP advocates including support for organizational development of survivors groups
Prevention
Prevention activities are broadly defined as anything that can reasonably be expected to prevent individuals from being trafficked.
Illustrative Activities to Support Prevention Measures:
– Regular mapping and briefing on trafficking cases by IACAT and NGOs particularly geographic mapping of cases to determine new hotspots and modes used by traffickers
– Technical support including IT equipment for TIP database efficiency
– Establish and strengthen community networks to monitor and track migrationtrends and inform people about such trends
– Support for mass media and information dissemination
– Expand information awareness campaigns through community education programs on overseas work and trafficking
– Work with schools and universities to reach young people and to raise their awareness about trafficking
– Expand efforts to address the demand side of TIP through youth camps and the targeting of men’s groups
– Open and maintain lines of communication between the Philippines and TIP destination countries
