Open Society Foundation (OSF) is a private grantmaking foundation. The main aim of OSF is to shape public policy to promote democratic governance, human rights, and economic, legal, and social reform .
The Open Society Foundations (OSF) has come up with the initiative Making the Most of EU Funds for Roma 2012. This initiative was launched in 2007. It is an OSI initiative which seeks to connect achievement of Roma inclusion objectives to EU development resources .
The present grants scheme is funded from the OSF’s Making the Most of EU Funds for Roma program, implemented in Romania by Soros Romania Foundation. The overall purpose is to enable grassroots organizations in Romania to implement successfully European Social Fund grant projects focused on Roma inclusion by providing financial support and project management assistance to such organizations. Along side the specialized consultancy, the selected organizations will receive, grants to cover i) own contribution to
project budgets and ii) expenses which are not covered by the budget of the structural funds project but can be justified as important to increase the impact of the respective project. The total budget for the current call for proposals is of 400,000 EUR.
Eligibility-
Eligible applicants to ask for financial and consultancy support for the implementation of their on-going ESF projects should meet the following conditions:
- To be non-governmental and non-profit, non-political organizations, legally registered in Romania, which already implement European Social Fund grant projects (of maximum 500,000 EUR) focused on Roma inclusion, either as project owners or as partners in a consor tium.
- To have been awarded a project related to Roma inclusion from the EU structural funds in 2010 or 2011;
- To have submitted at least one progress report on the structural funds project to the managing authorities and to have received at least one reimbursement of reported costs by the managing authorities;
- To have Roma leadership and/or staff involved in the ESF project;
- To have implemented at least one project focused on Roma inclusion before they were awarded the structural funds project;
- To work in partnership with local government or another state institution at local level in the implementation of the structural funds project.
