The Rapid Response Facility is the Government’s response to Lord Ashdown’s review of the UK’s humanitarian emergency response. The response defined how Britain’s response to man-made and natural disasters would be improved.
The major commitment was to incorporate a facility to offer rapid mobilization funding to pre-qualified organizations in the first 72 hours following an emergency. DFID has sought applications from organizations which want to pre-qualify for the Rapid Response Facility (RRF). This will ensure that we are able to work with partners who deliver premium quality results and offer value for money. This pre-qualification process will ensure that the emphasis is on delivery, rather than the paperwork, during the first critical stage of a humanitarian response.
Applications will be used to determine the eligibility as well as suitability of organizations to receive DFID funding for humanitarian emergencies in the event of RRF activation. Organizations must meet the eligibility criteria to have their suitability considered. Organizations which meet the necessary suitability thresholds will become pre-qualified. DFID has identified the requirement for a humanitarian response; the Secretary of State will decide whether to activate the RRF, which will generally only be activated for larger scale or complex emergencies.
