Open Call for Proposal are invited by Non-State Actors and Local Authorities in Development and Neighbourhood Civil Society Facility.
The European Commission supports the extensive participation by all parts of society to ensure ownership of development strategies by local people and to promote a dialogue on good governance within each country.
The ‘European Consensus on Development’, civil society and its different actors play a significant role as promoters of democracy, social justice and human rights. The EU accredits the significant contribution made by non-state actors as strategic partners in political, social as well as economic dialogue
The components of the “Non-State Actors and Local Authorities” (NSA-LA) thematic programme, support to development actions, to be executed by Non-State-Actors (NSA) or Local Authorities (LA), in close coordination with the local communities and the most vulnerable population groups, aiming at promoting an inclusive and empowered society in partner countries.
The major objective of the Neighbourhood Civil Society Facility is to strengthen and promote civil society organizations’ role in reforms and democratic changes taking place in the Neighbourhood countries, through increased participation in the fulfillment of Neighbourhood Policy objectives.
The Facility covers the following three main components:
- Strengthening civil society organizations’ capacities to promote national reform and increase public accountability, to enable them to become stronger actors in driving reform at national level and stronger partners in the implementation of Neighbourhood Policy objectives.
- Strengthening civil society organizations through support to regional and country projects, by supplementing the funding available through thematic programmes and instruments. The current Call for Proposals will be implemented in support of this specific component.
- Increasing involvement of civil society organizations in selected EU-partner countries policy dialogues and in the implementation of bilateral programmes.
The “Non-State Actors and Local Authorities in Development” thematic programme and the Neighbourhood Civil Society Facility share a number of common objectives, which justify the launch of this joint Call for Proposals:
- Both programmes aim to facilitate the involvement of civil society organizations in policy formulation
- Enhancing the capacities of networks of civil society organizations (CSOs) is particularly relevant both in the context of the NSA-LA thematic programme and the Neighbourhood context.
