The thematic programme “Non-State Actors and Local Authorities in Development” (NSA&LA Programme) was introduced in 2007. This is basically an “actor-oriented” programme with the major objective to strengthen the capacity of civil society organizations and local authorities as a pre-condition for a more equitable, open and democratic society through support to these actors’ “own initiatives”.
The main aim of this Call for Proposals is to strengthen an inclusive and empowered society in Belarus by supporting non-state actors and local authorities and promoting participation of citizens in decision and policy making and contributing to the democratization process.
The major objectives and priorities of this Call for Proposals are as follows:
- Strengthening the capacity of non-state actors and local authorities to participate in defining and implementing sustainable development strategies, including their political, economic, social and environmental aspects
- Strengthening the capacity of non-state actors and local authorities to promote the Belarusian national and cultural identity and citizen’s participation in the cultural policy dialogue
- Strengthening the capacity of non-state actors and local authorities to develop and implement actions to mitigate socio-economic consequences of the Chernobyl accident;
- Promotion of changes in government policy and practice towards non-state actors and local authorities in favour of their effective involvement in policy- and decision-making processes
- Strengthening the capacity of citizens to engage in discussion and launch actions at local level, to defend their rights and participate in decision-making
- Fostering quality partnerships and promote networking and alliances between actors from the EU and Belarus
On the basis of the financing instrument for development cooperation (DCI) Regulation, the European Commission has adopted multiannual strategy papers which are the basis for the implementation of the NSA&LA Programme.
