This call for proposals aims at strengthening of civil society in Cambodia as a requisite for a more equitable, open and democratic society leading to an equitable and sustainable (green) growth in the country.
The legal basis for activities under the Non-state actors in development is provided by Council Regulation (EC) N° 1905/2006 establishing a financing instrument for development cooperation.
More specifically, the purpose of the programme is to promote, facilitate and support Non-State Actors’ contribution to the Cambodia National Strategic Development Plan and Cambodian Millennium Development Goals, concentrating on two of the current European Union Multiannual Indicative Plan2011-2013 priorities, i.e. Natural Resources Management (Lot 1) and Social Development (Lot 2).
Selection and award criteria:
The evaluation will be carried out in accordance with the procedures set out in the Practical Guide to contract procedures for EU external actions.
Maximum rate of European Union financing:
To be confirmed in the Guidelines for grant applicants, subject to the adoption of the Commission Decision. Maximum rate of Community financing to the total eligible costs of the action are foreseen to be as follows:
- Local (Cambodia) Non-State Actors: 90%
- European Union Non State Actors: 75%
The balance must be financed from the applicants’ or partners’ own resources, or from sources other than the European Union budget or the European Development Fund.
The indicative total amount for this call for proposals is foreseen to be EUR 3 990 000*
