The EIDHR offers independence of action, allowing for the delivery of assistance in principle without the government consent, which is a critical feature of cooperation with civil society organisations at national level, especially in the sensitive area of democracy and human rights.
The global objective of this Call for Proposals is to contribute to the development and consolidation of democracy and the rule of law, and respect for all human rights and fundamental freedoms, within the framework of the Community’s policy on development cooperation, and economic, financial and technical cooperation with third countries, and consistent with the European Union’s foreign policy as a whole.
The specific objective of this Call for Proposals is to strengthen the role of civil society in promoting human rights and democratic reform, in supporting the peaceful conciliation of group interests and in consolidating political participation and representation.
