The general objectives of the new funding instrument, as defined by the EIDHR Regulation, are to contribute to the development and consolidation of democracy and the rule of law, and respect for all human rights and fundamental freedoms, as part of Community policy on development cooperation and economic, financial and technical cooperation with third countries, consistent with the foreign policy of the European Union as a whole.
The new instrument aims at helping civil society to become an effective force for political reform and defense of human rights in third countries. In doing so it complements the new generation of geographical programs, which integrate more overnight democracy and human rights, however, mainly focusing on the strengthening of public institutions. The EIDHR offers independence of action, to provide assistance in principle without needing the consent of the authorities, which is an essential feature of cooperation with civil society organizations at the national level, in especially in sensitive areas of democracy and human rights. Flexibility, increased capacity to respond to changing circumstances or to support innovation are some of the features of the new instrument.
Eligibility-
- be legal persons and nonprofit
- belong to one of the following categories (Article 10 SET. N.1889/2006 EC):
- civil society organizations, including nongovernmental organizations and nonprofit independent political foundations, local organizations and agencies, institutions and private sector organizations, nonprofit, and networks thereof at local, national, regional and international ;
- non-profit organizations in the public and private institutions, organizations and networks at local, national, regional and international levels;
- National parliamentary bodies, regional and international, when necessary to achieve the objectives of this instrument and where the proposed action can not be financed by an instrument related to Community external assistance;
- international and regional intergovernmental organizations, and
- be nationals of a Member State of the European Union, a candidate country for accession officially recognized by the European Union or a Member State of the European Economic Area (EU + Iceland + Norway + Liechtenstein), Chad or a developing country as defined by the Development Assistance Committee of OECD, and,
- be directly responsible for the preparation and management of the action with their partners and not just acting as an intermediary;
