Executive Summary
This proposal aims to prevent and reduce Gender-Based Violence (GBV) through community engagement, awareness, and strengthening of local support systems. The project will work with men, women, youth, community leaders, and institutions to promote gender equality, challenge harmful social norms, and improve reporting and response mechanisms for GBV cases.
The initiative will focus on awareness creation, capacity building, survivor support referrals, and community dialogue to build safer and more respectful communities. It will also strengthen coordination between community structures and service providers.
The project will reach approximately 2,000 community members over a period of two years.
Background and History
Gender-Based Violence remains a serious social and public health issue in many communities. It includes physical, emotional, sexual, and economic abuse, and disproportionately affects women and girls. However, men and boys can also be affected in certain contexts.
GBV is often driven by harmful cultural norms, gender inequality, lack of awareness, and weak reporting systems. Many survivors do not seek help due to fear, stigma, or lack of access to support services.
Community-based prevention approaches have proven effective in addressing GBV by engaging local leaders, families, and institutions to change attitudes and behaviors while strengthening protection systems.
Problem Statement
In many communities, Gender-Based Violence is underreported and poorly addressed. Survivors often face stigma, limited legal support, and inadequate access to health and psychosocial services.
Harmful traditional practices, gender inequality, and lack of awareness continue to normalize violence in some settings. Weak referral systems and limited community accountability further worsen the situation.
There is a need for community-driven interventions that prevent GBV, support survivors, and promote safe and equitable social norms.

Timeline
The project will be implemented over two years.
In the initial phase, the project team will conduct community assessments, stakeholder engagement, and identification of key local partners.
Awareness campaigns, training sessions, and community dialogues will begin early and continue throughout the project period. Referral system strengthening and follow-up activities will be ongoing.
A final evaluation will be conducted at the end of the project to assess outcomes and impact.
Monitoring and Evaluation
The project will regularly monitor activities through attendance records, field reports, feedback from participants, and coordination meetings with stakeholders.
Monitoring will focus on community participation, changes in attitudes, number of awareness sessions conducted, and functionality of referral systems.
A final evaluation will measure changes in knowledge, behavior, and access to GBV support services.
Risk
Possible risks include cultural resistance, underreporting of GBV cases, fear among survivors, and limited availability of support services.
To address these challenges, the project will work closely with trusted community leaders, ensure confidentiality in reporting systems, and strengthen partnerships with health and legal service providers.
Sustainability
The project will promote sustainability by building the capacity of community leaders, service providers, and local institutions to continue GBV prevention activities beyond the project period.
Community groups, youth clubs, and trained volunteers will continue awareness and support activities. Strengthened referral systems and local ownership will ensure long-term impact.
Project Management
The project will be managed by a Project Manager supported by community mobilizers, gender specialists, trainers, and monitoring staff.
The team will coordinate implementation, training, awareness activities, monitoring, and reporting in collaboration with community structures and service providers.
Budget Narrative
The project budget will cover staff salaries, community awareness campaigns, training workshops, IEC materials, transportation, monitoring activities, and administrative costs.
Funds will also support community dialogue sessions, referral system strengthening, and capacity-building activities.
A detailed budget will be developed based on project scope and target communities.
