This proposal is invited by Department of State- U.S. Embassy Islamabad for Establishment of a University Partnership with Allama Iqbal Open University, Islamabad, Pakistan to establish a University Partnership for establishing Distance Education between an accredited U.S. college, university, or community college and Allama Iqbal Open University of Pakistan.
The Public Affairs Section of the U.S. Embassy in Islamabad announces an open competition for a cooperative agreement to establish a University Partnership between an accredited college, university, or community college in the U.S. and Allama Iqbal Open University in the area of Distance Education. Allama Iqbal Open University places particular emphasis on the use of distance education in the Departments of Computer Science and Education. Accredited U.S. colleges and universities and community colleges meeting the provisions described in Internal Revenue Code section 26 USC 501(c)(3) may submit proposals to pursue institutional or departmental objectives in partnership with Allama Iqbal Open University. Objectives detailed as priorities for Allama Iqbal Open University include: curriculum development, collaborative research through faculty exchange programs, long distance teaching, sharing of resources to assist with data exchange, research and access to social science resources, and long distance teaching via internet/DVC. The means of achieving these objectives is purposefully left broad to encourage the submission of innovative proposals tailored to the international education and research goals of both institutions. The time frame for achieving the objectives must be clearly outlined in the proposal funding request. The project implementation period should be 3 years.

- Private institutions of higher education
- U.S. institutions is limited to not-for-profit organizations subject to 501 (c) (3) of the tax code. The lead institution and funding recipient in the project must be an accredited U.S college, university, or community college. The Department encourages organizations that have not previously received international program funding from the U.S. Government to apply under this announcement. Applicants must have a demonstrated expertise in distance education.
