Call for Applications are invited for Rule of Law Course which will be organized from 5th to 16th November, 2012. There will be around 25 participants for this course.
In conflict and post-conflict settings, there is often a complete breakdown of the Rule of Law. Among othe r issues, the justice and legal systems are not functioning, prisons are overcrowded or nonexistent and gross violations of human rights and abuse are committed on the populations, adding to a climate of impunity and corruption. According to the 2004 United Nations Report of the Secretary-General on The Rule of Law and Transitional Justice in Conflict and Post-Conflict Societies, Rule of Law is essential in sustaining peace, not only in fragile and post-conflict countries but also in stable countries, as a preventive tool.
The Kofi Annan International Peacekeeping Training Centre (KAIPTC), building on the recommendations made in that report and at the regional level, on the Economic Community of the West African States (ECOWAS) recommendations and principles included in the Mechanism for Conflict Prevention, Management, Resolution, Peacekeeping and Security, the Additional Protocol on Democracy and Good Governance and the ECOWAS Conflict Prevention Framework, aims to contribute to building capacities and skills in conflict and post-conflict settings on issues related to the Rule of Law.
The Course will cover some of the problematic areas of Rule of Law in conflict and post-conflict reconstruction phases. The course will be supported by resource persons with experiences in the area of the Rule of Law.
The aim of the Course is to enhance the competences of the participants and provide them with specific knowledge of the different mechanisms involved in the Rule of Law to support a rule of law framework at the national and regional levels. It will also provide the necessary skills to perform in an international and crisis-stricken environment in a manner that is efficient, suitable and in compliance with the principles of the Rule of Law.
Course Duration:
This is a ten working day course to be held at KAIPTC from 5th – 16th November 2012.
Course Content
The Course content consists of 7 modules covering the following broad areas among others:
• Module 1: Rule of Law in Peace Support Operations-Concept, Context and Scope;
• Module 2: International Law, International Humanitarian Law and Institutions;
• Module 3: Applicable Law and Local Institutions;
• Module 4: Monitoring and Evaluating the Rule of Law;
• Module 5: Fact Finding For the Establishment of Rule of Law;
• Module 6: Executive Functions and the Rule of Law;
• Module 7: Capacity Development for Rule of Law.
These modules will include other thematic areas, such as Gender issues; Code of conduct (UN, ECOWAS and AU); Security Sector Reforms (SSR); Good Governance and Special groups (including women, children, physically challenged, youth and the sick).
The Course is set at the operational level. Hence the main target audiences are middle-level civilians, military and police staff mainly from Sub-Sahara African countries. Special consideration will be given to ECOWAS, AU and UN staff, professionals working at the national level (including prison officers) and members of civil society organizations dealing with legislative issues, transitional justice, reconciliation and human rights issues. Target groups will be those who are serving or likely to serve in the foreseeable future on rule of law activities. Attempts will be made to achieve gender balance in the selection process.
