The Delegation of the European Union (EU) to the Philippines is inviting Call for Proposals to support actions, proposed and implemented by Non-State Actors from the Philippines or from EU Member States under the NSA/LA Programme.
The NSA-LA programme is “actor-oriented”, as it aims at strengthening the capacity of civil society organizations and local authorities as a pre-condition for a more equitable, open and democratic society through support to their own initiatives. The programme therefore supports actions promoting an inclusive and empowered society in partner countries. In the Philippines, from 2008 to 2011 the EU Delegation has organized 4 local calls for proposals under the NSA thematic programme. As a result, 14 grant contracts were signed with different NSAs. Contracts related to the 2011 calls for proposals are yet to be finalized.
The global objective of this Call for Proposals is poverty reduction in the Philippines in the context of sustainable development, including the pursuit of the Millennium Development Goals (MDG) and other internationally agreed targets.
The specific objective of this Call for Proposals, corresponding to objective 1 of the NSA-LA Programme, is to support activities of Non-State Actors which contribute to improve the level of transparency, accountability, and performance of the Local Government Units (LGUs) in the Philippines, as a pre-condition for a better delivery of basic services to the poorest and most marginalized groups and as a means to fight corruption.
This Call for Proposals, the projects to be financed should cover at least one of the following priorities:
- Transparency and accountability of LGUS: Contributing to the compliance by the LGUs with the Department of Interior and Local Government (DILG) ordinance about the full disclosure of local budget and finances (August, 2010); enhancing the compliance with similar relevant laws, regulations and requirements about transparency and accountability
- Monitoring of LGUS service delivery and performance: Contributing to the implementation of the Local Governance Watch Programme that was launched by the Department of Interior and Local Government (DILG) in June 2012; monitoring of the performance of the LGUs, in particular through mechanisms aimed at cross-checking the Local Governance Performance Management System (LGPMS) and / or other performance measurement instruments and recognition systems for best practice
- Participatory local governance: Increasing participatory local governance processes, participatory planning and budgeting practices; ensuring proper functioning of the local development councils and sectoral committees
- Capacity building: strengthening of civil society watch groups, mechanisms, and / processes that contribute to improve the quality of local governance, the delivery of basic services to fight corruption at the local level by engaging with LGUs, either through monitoring activities, advocacy, participatory planning / budgeting, or training. This priority covers actions that aim to provide civil society with the necessary skills and technical knowledge to adequately engage with LGUs. It also covers training given by civil society to LGUs officials or staff.
- Local governance in Mindanao: Supporting actions aimed at enhancing local governance in the localities affected by the conflict in Mindanao and at contributing positively to the Peace process in Mindanao as regards local governance, including by taking into account the latest developments of the Peace talks at the time of the project submission
