Proposals invited for Good Governance Country Based Support Scheme for Myanmar to step up support for local civil society initiatives and back their contribution to democracy, good governance and the respect for all fundamental rights and freedoms.To date, this instrument has provided support to projects addressing issues ranging from community development through active citizenship, and capacity building of local civil society platforms engaged in policy-making, to promotion of fundamental rights and freedoms. This makes it possible to assist the local civil society in a more targeted way and develop greater cohesion and capacity in working on good governance and democracy related activities while strengthening the cooperation between the European Union and CSOs active in this field.
The objective of this Call for Proposals is to contribute to the development and consolidation of democracy, the rule of law and respect for all fundamental rights and freedoms in Myanmar. Through support to local civil society organisations, this call seeks to contribute to the peaceful reconciliation of different ethnic and political groups, to the fight against discrimination in all its forms at all levels of society and to the promotion of political, civil, economic, social and cultural rights. This will reinforce the capacities of local civil society in becoming an effective force for the societal advancement in Myanmar.
The overall indicative amount made available under this Call for Proposals is EUR 1 000 000.
Eligibility & Criteria-
- be a legal person or be an entity without legal personality.
- be non profit making
- belong to one of the following categories as defined per article 10 of the Regulation (EC) No 1889/2006 of the European Parliament and of the Council
- civil society organisations, including non-governmental organisations and independent political foundations, community based organisations, and private sector agencies,institutions and organisations, and networks thereof at local, national, regional and international level public sector non-profit agencies, institutions and organisations and networks at local, national, regional and international level
- national, regional and international parliamentary bodies; when this is necessary to achieve the objectives of this instrument and unless the proposed measure can be financed under a related Community external assistance instrument
- international and regional inter-governmental organisations as defined by article 43 of the implementing Rules of the Financial regulation natural person when it is necessary to achieve the objectives of this Regulation.
For legal persons be nationals of the beneficiary country or of a Member State of the European Union or of a member state of the European Economic Area (EEA)10 or of an accession or official candidate country as recognised by the EU or of a developing country as specified by the Development Assistance Committee of the Organisation for Economic Cooperation and Development (OECD/DAC), or of any country other than those referred to previously, where reciprocal access to their external assistance has been established For entities without legal personality and natural persons, only entities established in Myanmar are eligible be directly responsible for the preparation and management of the action with their partners, not acting as an intermediary
How to apply?

- indicated in the Concept Note and the EuropeAid ID number of the partner(s) must be indicated in the Full application form. To get this identification, your organisation must register, save and “sign” (committing your responsibility) in PADOR obligatory data (on each screen the fields written in orange) and the related documents . It is strongly recommended to register in PADOR when you start drafting your proposal and not to wait until just before the deadline of submission.
