World Bank is seeking qualified candidates for the position of Senior Public Sector and Governance Specialist. Excellent writing and verbal communications skills in English and French is Essential. Job location is Washington, DC
Qualifications and Experience :
Technical Economic Knowledge
- Advanced degree in public policy and administration, economics, political science, finance, or other related field. A strong record of peer reviewed publication on public sector reform would be a plus.
- At least 8 years of relevant experience in public sector reform and capacity building.
- Work experience in Africa would be preferred.
- Demonstrated skills in addressing governance challenges in multiple sectors and in shaping country strategies.
- Experience in governance issues related to extractive industries and other natural resource management would be a firm advantage
- Experience with public financial management, procurement and human resource management reforms at sub-national level would be an advantage
- Demonstrated skills and experience in project management.
Policy Dialogue, Interpersonal Skills, and Results Orientation
- Demonstrated client responsiveness and demonstrated effectiveness in conducting policy dialogue on policy issues with senior government officials, the private sector, donor representatives and civil society
- Proven sense of initiative with a focus on getting things done for the client and on helping the Bank respond rapidly to emerging needs and opportunities
- Ability to enhance the quality of Bank products through early guidance, constructive feedback, encouraging innovation and risk taking
- Enthusiasm and commitment for high-quality development work
- Ability to coach, mentor, and develop more junior staff
- Ability to work under pressure and within tight deadlines and budgets to produce high quality products
- Ability to gain the trust and respect of country counterparts while maintaining objectivity and clear focus on the Bank’s mission;
Integrative Skills
- Ability to collaborate effectively with multidisciplinary bank staff teams, governments,academia, legislature, civil society, and donors;
- Ability to lead and work in multidisciplinary teams on cross-cutting issues and complex projects, and to undertake cross-sectoral work in lending and non-lending operations
- Ability to operate in a matrix management setting, relying on teamwork within and across organizational boundaries
- Strong commitment to team work and knowledge sharing
Writing and Communication Skills
- Excellent writing and verbal communications skills; French is Essential.
- Ability to be an effective Bank spokesperson in a range of fora and to influence and persuade others to accept ideas and suggestions.
