World Bank requires applications from the deserving candidates for the post of Senior Public Sector Specialist. Job location is Vientiane, Laos. Candidates should have strong oral and written communication skills.
Qualifications and Experience :
The position requires a senior professional with significant experience working on public sector reform in low income countries, the ability to translate technical and cross-country knowledge into practical applications, and solid project management skills. The candidate should: understand the importance of public finance for the implementation of policies and achievement of development outcomes, including through budget planning and execution; be able to share this understanding within and outside the Bank as applicable to Bank operations and public finance in general; understand the importance of public expenditure for the implementation of government policies and programs and the achievement of development outcomes, including through taxation, improved revenue management (including with respect to the extractive sectors) and public investment at all levels of government. It is also desirable for the candidate to have exposure to other governance issues, including strengthening transparency and accountability, working with non-state actors, and ensuring linkages between upstream public sector reforms and downstream service delivery.
Specific selection criteria include:
- Advanced degree in public economics, public finance, political science, public administration, management or other educational background associated with public financial management. At least eight years of relevant experience with significant experience in the application of budget formulation reform, budget execution reform, or revenue administration reform in developing countries.
- Analytical skills and proven ability to conduct policy-relevant research.
- Operational experience with investment projects preferred.
- Strong oral and written communication skills, including the ability to present technical analyses to non-specialist audiences.
- Ability to work flexibly on a range of assignments and adjust to a variety of complex evolving tasks to meet deadlines.
