All eligible organizations are invited for Health Policy Project (HPP) to address Gender-Based Violence, Stigma and Discrimination among People at Risk for, Living with and Affected by HIV/AIDS in the Dominican Republic. This project aims to focus on key health issues—family planning/reproductive health (FP/RH), HIV, and maternal health (MH)—while also promoting health systems strengthening and program integration.
USAID through HPP intends to provide an amount up to a maximum of US$250,000 annually for each award under this program, depending on the absorptive capacity of the organization and scope of activities proposed.
Objectives-
- The strategy is designed to complement ongoing efforts by the GODR, USAID, and implementing partners to address areas such as communication and dialogue; leadership and management; policy implementation and planning; and integrating GBV and S&D in HIV programming.
- Strengthen institutional and individual capacity in targeted organizations to effectively mitigate and prevent GBV.
- Strengthen institutional and individual capacity in targeted organizations to effectively mitigate and prevent S&D.
- Strengthen Government-COS linkages and partnerships at national and local levels to address GBV and S&D and improve the enabling environment.
Eligibility & Criteria-
- Any Non-Governmental Organization (NGO), Community-Based Organization (CBO) and Faith-Based Organization (FBO) is eligible to apply under this APS as the lead recipient of assistance. It is expected under this APS that the lead applicant will partner with multiple NGOs.
- NGOs, CBOs and FBOs have to be registered with the relevant GODR body. The proofs of registration/s will be requested as part of the application for this grant.
- Ability to demonstrate rationale for their current projects and local context, including available scopes of HIV work.
- Ability to meet the geographic scope and reach of key populations of interest.
- To be eligible in the future for direct United States Government (USG) funding, organizations will be required to obtain a Data Universal Numbering System (DUNS) Number. A DUNS number is not a requirement for applicants to this APS. The guidance on how to obtain a DUNS number may be found as an attachment to this APS. FG and USAID will support NGOs in navigating the process to obtain this number.
- Institutional capacity, including demonstrated capacity to manage funds and program activities using basic accounting and project management practices through the provision of previous audit reports and financial statements.
- Demonstrated experience managing lower-tier grantees organizations.
