Funding opportunity is being offered by Department of Health & Human Services Administration for Children and Families for Comprehensive Support Services for Families Affected by Substance Abuse and/or HIV/AIDS program. The objective of this program is to develop and implement programs of comprehensive community-based support services for infants and young children, particularly those who have been prenatally exposed to a dangerous drug, those with, or who have been prenatally exposed to, the human immunodeficiency virus (HIV), or those who have a life-threatening illness or other special medical need, and their natural families, including older siblings.

- City or township governments
- Public and State controlled institutions of higher education
- Native American tribal governments (Federally recognized)
- Native American tribal organizations (other than Federally recognized tribal governments)
- Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education
- Nonprofits that do not have a 501(c)(3) status with the IRS, other than institutions of higher education
- Private institutions of higher education
- Collaborative efforts and interdisciplinary approaches are acceptable. Applications from collaborations must identify a primary applicant responsible for administering the cooperative agreement. Faith-based and community organizations that meet eligibility requirements are eligible to receive awards under this funding opportunity announcement. Individuals, foreign entities, and sole proprietorship organizations are not eligible to compete for, or receive, awards made under this announcement.
