Proposals are invited for Community Anti-Violence Assistance to CBSI Countries by U.S. Department of State, Bureau for International Narcotics and Law Enforcement Affairs (INL). This program focuses to minimize the impact of international crime and illegal drugs on the United States, its citizens, and partner nations by providing effective foreign assistance and fostering global cooperation.

Eligibility & Criteria-
- Be a registered U.S. non-profit organization meeting the provisions described in Internal Revenue Code section 26 USC 501(c) (3) or a comparable organization headquartered outside of the United States, or an international organization.
- Be a U.S. university or research institution meeting the provisions described in Internal Revenue Code section 26 USC 501(c) (3)
- Must have demonstrated experience implementing similar training programs, preferably in the Caribbean, and preferably with the targeted government entity(ies) identified in the proposal.
- Have the ability to produce course materials, deliver training, and conduct evaluations in English, Spanish and/or Dutch. In addition to English fluency, staff should be proficient in Spanish and/or Dutch in order to fulfill INL training and reporting requirements.
- Must have demonstrated experience working with judges, prosecutors, criminal defense lawyers, and police officers implementing criminal law training programs on criminal code reform, drug trafficking and money laundering, processing cases of gender based violence, human rights, at-risk youth among others.
- Have existing, or the capacity to develop, active partnerships with the necessary partner organization(s) in order to successfully fulfill the proposed program.
- Organizations may form a consortium and submit a combined proposal. However, one organization should be designated as the lead applicant.
