United States Agency for International Development (USAID) is seeking applications for three-year Civil Society program entitled “Exchange of Ideas on Human Rights.” The mission of this program is to strengthen human capacity on the island by providing opportunities for civil society leaders to travel outside of Cuba to gain technical skills and experiential learning in an array of fields important to democracy and civil society development. This program will encourage the free exchange of ideas and equip a broad base of leaders from Cuba’s civil society with the specialized skills and practical attitudes needed to develop and support democratic governance.
Objectives-
- Increase understanding of democratic ideas and processes
- Create a cadre of diverse leaders, from different sectors of independent Cuban civil society, with an understanding, experience, and appreciation of democratic processes and values through short-and medium -term experiential learning
- Increase the vocational skills and knowledge of program participants to further advance their grassroots democratic activities on the island
- Establish strategic linkages in skills and technology transfer between participants and a wide range of international organizations, including those focused on the promotion of human rights
Eligibility & Criteria-
To be eligible for award of a cooperative agreement, in addition to other conditions of this RFA, organizations must have a politically neutral humanitarian mandate, a commitment to non-discrimination with respect to beneficiaries and adherence to equal opportunity employment practices. Non-discrimination includes equal treatment without regard to race, religion, ethnicity, gender, and political affiliation.
