Minority Rights Group Europe (MRG) has announced online course on ‘Minority needs in local governance and planning’. The mission of this course is to address minority issues amongst local authorities (LAs) (regional authorities; municipalities; regional governor’s offices etc.) as a key challenge to implementation of their HR. There is a need to initiate reforms in the field of decentralization with respect to minority needs in local governance and planning. An online course will address this need and seek to increase awareness of Las on the needs minorities face.
Topics covered-
- Basic: minorities rights, special measures for minorities
- UN system: basic human rights treaties and monitoring bodies
- EU: EaP and ENP
- CoE: treaties/monitoring systems
- OSCE Human Dimension and Minority Specific Recommendations
- LA’s obligations as duty bearers to address minority needs of the communities they represent
- The required means of building partnerships and programs with minorities & knowledge regarding regional and international development opportunities, such as the EaP.
- Programme techniques: situation analysis, programme design, evaluation and outreach strategies for remote and vulnerable communities
- Interaction of LAs with CSOs and other relevant actors
Eligibility & Criteria-
- Have substantive experience in designing online trainings with a human rights component and local self governance knowledge
- Have substantive experience in training local authorities
- Be fluent in both written and spoken English
- Be able to work independently, arranging appointments and interviews for him/herself
- Be able to work closely with the MRG Europe’s Officers in Hungary and with its partners
- A good knowledge of the local self governance structures in EaP countries
- A good knowledge of minority and indigenous rights
- Have a detailed understanding of the connection between minorities and indigenous issues in developing countries, the Millennium Development Goals and international development
- Language skills in any of the official languages
