Europe Aid is inviting proposals from non-profit making organizations for action projects on ‘Return and Reintegration in Kosovo (RRK) Phase IV’ Grants program 2014. The project aims at creating a climate of inter-ethnic tolerance, sustainable Multi-Ethnicity and Human Rights (including a specific gender perspective) conducive to minority returns and the reintegration targets the sustainable return of women, men, girls and boys of displaced minority communities through increased involvement of central and municipal state and non-state actors in selected municipalities.
Eligibility Criteria –
- Applicant must be a legal person from a non-profit making organization or non-governmental organization, international (inter-governmental) organization as defined by Article 43 of the Implementing Rules to the EC Financial Regulation and must be established in a member state of the European Union or from a country covered by article 19 of IPA regulation (This obligation does not apply to international organizations).
- The applications proposed under this call must address – Technical assistance and support to the MCR to increase capacity and efficiency to coordinate and monitor return related issues; Technical assistance and support to increase capacity at municipal level to manage and monitor return and (re)integration projects through joint actions of local stakeholders; Facilitation of physical return of up to 150 displaced minority families, paying attention to the specific needs of women, men, girls and boys, and the repair of their dwellings and related infrastructure in the return sites; and Socio-economic support to ensure sustainable return and reintegration of beneficiary families in selected municipalities, paying attention to the specific needs of women, men, girls and boys.
- Actions must take place in Kosovo (in a number of selected municipalities from previous three RRK phases). However, outreach activities may also include locations outside Kosovo, in the region, where minority families are displaced.
