The Embassy of the Kingdom of Netherlands in Ankara, Turkey and the Consulate General in Istanbul announces a call for project proposals for its two programmes: Matra Programme 2015 & Human Rights Programme 2015.
Matra Assistance Programme 2015
Matra is a bilateral assistance programme of the Netherlands that aims to support social transformation in countries neighbouring the European Union. It focuses on activities that contribute to the further development of an open, pluralist, democratic society, firmly embedded in the rule of law. The Matra programme works via civil society organisations and authorities and strengthen bilateral relations too.

Human Rights Programme 2015
The Netherlands’ human rights policy aims to strengthen human resistance to injustice and repression.
Project proposals with budgets ranging from €10.000 to €300.000 can be entered.

- Freedom of information / freedom of belief
Eligibility Criteria for the Programmes
- Applicants can be local NGOs, non-profit educational institutions, lower governments and semi-governmental organizations.
- Twinning with Dutch organisations and with partners from other Matra countries or new member states is possible.
- For Human Right Programme: Activities/projects should make a capacity building contribution to:
- Human rights organisations who are working in the field of fundamental freedoms and/or organisations who work on one of the priorities of the Dutch human rights policy, peace and security and the relation between human rights and economic development.
- National governments to translate international obligations into national laws and procedures and to comply with them.
Application Procedure
- Interested applicants can submit the application online.
- The standard application and budget forms available on the website should be submitted to the Dutch Embassy in Ankara or Consulate General in Istanbul.
- Applicant must be submitted in English providing the specific details not exceeding the word limit with a focus led on core information of the project.
- Applicants must include:
- A detailed and transparent budget, estimating all costs and specifying each source of income, as well as all contributions from the project organisers and the target group;
- Supporting relevant documents (depending on the specific activities proposed), such as CVs of experts, pro-forma invoices for externally provided services, letters of support, etc.
