The European Union is seeking proposals from non-profit/civil society organizations in Lao PDR or outside for its European Instrument for Democracy and Human Rights (EIDHR) programme under its Country-Based Support Scheme (CBSS) to contribute to the development and consolidation of the rule of law and respect for fundamental rights and freedoms in Lao PDR.
The Specific Objective of this Call for Proposals is to strengthen the role and capacity of local civil society organisations, in promoting political, civil, economic, social and cultural rights.]. The overall indicative amount made available under this Call for Proposals is EUR 1 800 000.
Area of Priorities
To achieve the mentioned objectives, the project proposals have to address at least one of the priorities below:
- Priority A. Enhance and promote the participation and inclusion of civil society organisations in Lao PDR in policy dialogue and build their capacity to actively contribute and ensure that fundamental rights are taken into account in the formulation and implementation of national strategies and sector policies;
- Priority B. Strengthen the capacity of Lao local civil society organisations to contribute and follow-up on the implementation of the Universal Periodic Review (UPR) Recommendations to the Lao Government and/or contribute to ongoing and future UPR processes
- Priority C. Improve knowledge about fundamental rights as well as economic, social and cultural rights in Lao PDR through research and analysis, and/or raise awareness of Lao citizens regarding fundamental rights;
- Priority D. Promote and protect the social, economic and cultural rights of Lao citizens, especially for groups particularly vulnerable to discrimination, such as the poor, women, children, indigenous peoples, migrants and persons belonging to minorities;
- Priority E. Support and promote an “enabling environment” for civil society organisations working for the promotion of human rights, including human rights defenders.
Duration: 24 months to 48 months.
Location: Actions must take place in Lao PDR.
Size of grants: Between EUR 150 000 to EUR 400 000.
Eligibility Criteria
- In order to be eligible for a grant, the applicant must:
- be a legal person and
- be non-profit-making and
- belong to one of the following categories-
- civil society organisations, including non-governmental non-profit organisations and independent political foundations, community based organisations, and private sector non-profit agencies, institutions and organisations, and networks thereof at local, national, regional and international level;
- public sector non-profit agencies, institutions and organisations and networks at local, national, regional, and international level;
- national, regional and international parliamentary bodies, when this is necessary to achieve the objectives of the EIDHR and the proposed measure cannot be financed under another Instrument;
- International or regional inter-governmental organisations, and
- be directly responsible for the preparation and management of the action with the coapplicant(s) and affiliated entity(ies), not acting as an intermediary \
- The applicant may act individually or with co-applicant(s) who must satisfy the eligibility criteria as applicable to the applicant himself.
- Applicants established in Lao PDR may act individually or with co-applicant(s).
- Applicants that are not established in Lao PDR must act together with at least one coapplicant established in Lao PDR.
- The applicant and its co-applicant(s) can act with affiliated entity(ies). Only the following entities may be considered as affiliated entities to the applicant and/or to co-applicant(s):
- Entities directly or indirectly controlled by the beneficiary (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by the beneficiary (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
- Entities directly or indirectly controlling the beneficiary (parent companies). Likewise, they may be entities controlling an entity controlling the beneficiary;
- Entities under the same direct or indirect control as the beneficiary (sister companies)
- The beneficiary is legally defined as a e.g. network, federation, association in which the proposed affiliated entities also participate or the beneficiary participates in the same entity (e.g. network, federation, association) as the proposed affiliated entities.
How to apply?
- Applicants have to register themselves in PADOR, an on-line database on EuropeAid website.
- Thereafter Concept Note together with its relating Checklist and Declaration by the applicant must be submitted in one original and three (3) copies in A4 size, each bound.
- A CD-Rom with the Concept Note in electronic format must also be submitted via regular mail, along with the paper version, in a sealed envelope.
- Successful applicants will be invited to submit full proposal.
