The World Food Programme (WFP) is currently seeking applications from the eligible individuals for the post of ARC Contingency Planning and Operations Officer based in South Africa.
The African Risk Capacity (ARC) provides cost effective contingency funding to African governments to execute pre-approved contingency plans in the event of severe disasters.

Key Job Responsibilities
The ARC Contingency Planning and Operations Officer will perform the following functions-
- Manage the development and drafting of robust, high-quality operations plans for selected African countries considering participating in the ARC risk pool:
- Conduct thorough preliminary research and offer advice to the Chief of Contingency Planning and Operations on country operational capacity, existing social protection systems and potential for programmatic scale up;
- Conduct in-country and regional trainings and workshops for stakeholders, including governments and their partners, and regional body representatives on elements of the ARC contingency planning process;
- Draft and contribute to the outlining of the multi-stakeholder process for developing robust in-country operations plans for ARC disbursements and operational mechanisms for ARC contingency plan approval and monitoring;
- Advise on and support the development of feasible work-plans for the relevant in-country officers;
- Ensure integration of ARC operations plans into existing, credible national response systems and broader country policies on food security, disaster risk reduction and management;
- Contribute to the refinement of ARC Contingency Planning Standards and Guidelines, ARC Standard Operating Procedures for Payouts and ARC Contingency Planning Process in general – particularly the ARC processes and criteria for approving and monitoring contingency plans;
- Support the work of the ARC Agency Board’s Peer Review Mechanism (PRM):
- Assist in process of recruitment of independent experts to the Technical Review Committee (TRC);
- Prepare the documentation for and organize the meetings of the TRC;
- Prepare the reports of the TRC and facilitate incorporation of any relevant feedback into the plans, ensuring buy-in and ownership of the plans by countries;
- Assist the Chief of Contingency Planning and Operations in preparing the documentation for and organizing the meetings of the PRM;

- Ensure ARC’s coherence with and relevance to important regional early warning and operational response systems such as the Cadre Harmonize and IPC Phase Classification;
- Assist the M&E Officer in collecting and analyzing data on indicators related to Operations Planning;
- Travel to countries frequently and represent ARC at international and regional conferences as needed;
- Perform other duties as required.
Eligibility Criteria
- Applicants must have-
- University degree, preferably at the advanced level, in Social Sciences,
- International Development, Development Economics or another relevant field.
- At least five years (of which two international) of postgraduate progressively responsible professional experience in contingency planning, public sector management, development projects, emergency assistance, and/or operational aspects of national, bilateral or multilateral humanitarian assistance;
- Experience in food security country programming and/or contingency planning;
- Experience with food security planning and emergency response in Africa (especially for drought and other natural hazards), including beneficiary impact, political economy and the management and operational frameworks for major national and regional responses is desirable.
- Other skills-
- Excellent communication skills, including the ability to write clear and concise briefing papers and external communications and consolidate the work of others into key, strategic operational documents;
- Strong interpersonal, partnership and diplomatic skills with ability to establish effective working relations with people at all levels and of different national and cultural backgrounds;
- Ability to think creatively, proactively, strategically and problem-solve with flexibility and adaptability;
- Strong organization skills with ability to plan, coordinate and monitor own work plan and those under supervision;
- Ability to prioritize multiple tasks under tight deadlines in a timely manner in a dynamic environment;
- Ability to maintain a high degree of judgment, discretion and confidentiality.
