The Geneva Centre for the Democratic Control of Armed Forces (DCAF) is currently accepting applications from the eligible applicants for the post of Project Manager ‘Police Reform’. The position will be based in Middle East and North Africa (MENA).
The Project Manager ‘Police Reform’ works together with DCAF’s Chargé de mission for Tunisia in managing DCAF’s project portfolio with the Tunisian Ministry of Interior, which is based on a DCAF-Ministry of Interior Memorandum of Understanding.
The DCAF is an international foundation whose mission is to assist the international community in pursuing good governance and reform of the security sector.
Key Job Responsibilities
The Project Manager will perform the following functions-
- Implement with the Ministry of Interior the projects that have been agreed upon under the joint Memorandum of Understanding
- Evaluate the Ministry’s evolving needs and design new projects; develop logical frameworks, work plans, budgets and monitoring and evaluation frameworks
- Organise and conduct workshops and trainings
- Mobilise, if required, additional international expertise
- Report regularly to the Ministry of Interior, DCAF, and donors
Eligibility Criteria
Applicants must have-
- Advanced university degree (Master’s degree or equivalent) in Police Administration, Law, Criminology, Criminal Justice Administration or related subjects
- A minimum of 7 years work experience in public sector reform or public sector management, preferably within the field of security sector/police reform or a Ministry of Interior
- Experience working with law enforcement institutions and/or oversight bodies (e.g. police or intelligence oversight institutions)
- Experience and training in organizational development in complex transition environments
- Experience in developing security legislation organising the collection, use, archiving and sharing of information by law enforcement and intelligence agencies in line with international standards is an asset
- Proven track record in managing complex projects, preferably in the MENA region or in a developing country
- Excellent command of French (written and spoken), very good command of English; knowledge of Arabic is considered an asset
- Strong communication skills, ability to work in an international team and with local partners
- Cultural sensitivity, ideally familiarity with the Arab world
- Team spirit
