The European Central Bank (ECB) is currently accepting applications from the eligible applicants for the post of Economist- Statistician based in Germany.
The ECB provides analytical, statistical, logistical and administrative support to the ESRB through the ESRB Secretariat, which has been established as an integral part of the ECB.
Key Job Responsibilities
The Economist-Statistician will perform the following functions-
- Coordinating and effectively responding to the statistical needs of all structures and sub-structures of the ESRB, while also cooperating with the ESRB member institutions;
- Contributing to the statistical production process (data development, collection and compilation, derivation of indicators and datasets, and dissemination) and data quality management of statistical datasets, with a focus on micro and granular datasets on financial institutions and instruments relevant to the work of the ESRB (e.g. in relation to the European Market Infrastructure Regulation and/or the Alternative Investment Fund Managers Directive);
- Working closely with the ECB’s Directorate General Statistics, other ECB business areas (including financial stability and banking supervision), national central banks, the European Commission, other European and national authorities;
- Representing the ESRB Secretariat in several European committees and working groups.
Eligibility Criteria
Applicants must have-
- A master’s degree in economics, statistics, finance or a related field, or a bachelor’s degree in one of the same fields combined with four years of relevant professional experience, preferably in an area very similar to that covered by the ESRB;
- A sound understanding and working knowledge of statistical concepts, techniques and data collection methods;
- A good knowledge of the economic and institutional underpinnings of the global and European financial regulatory framework would be an advantage;
- At least three years’ experience in the area of national and European monetary and financial statistics and financial stability statistics;
- At least three years’ experience in banking supervision statistics and an extensive knowledge of the reporting framework for supervision, in particular knowledge of the Implementing Technical Standards on supervisory reporting;
- A thorough understanding of the supervisory reporting framework and its linkages with prudential supervision would be an advantage;
- At least three years’ experience in managing, processing and analysing large amounts of very large granular financial datasets (“big data”), as well as designing and developing indicators and reports to guide the analysis and assess the quality;
- A working knowledge of the software used to process these large datasets, such as Oracle, SAS, R, FAME, MS Sharepoint, Stata, SQL or an equivalent statistical database management system, would be an asset.
- An advanced command of English with proven drafting ability;
- A good knowledge of at least one other official language of the EU;
- Excellent programming skills and knowledge of data management programs, such as Excel, Access, SAS, Stata and Matlab;
- A good knowledge of the main data providers.
