The Health Poverty Action (HPA) is currently accepting applications from the eligible applicants for the post of Rural Livelihoods Program Manager based in Laos.
The Rural Livelihoods Program Manager will lead and steer the implementation of Resilient Livelihoods for the Poor (RLP) program activities in Sepone District, Savannakhet Province, Lao PDR.
HPA works to strengthen poor and marginalised communities in their struggle for health. We prioritise those missed out by almost everyone else.
Key Job Responsibilities
The Rural Livelihoods Program Manager will perform the following functions-
- Managing the effective and efficient delivery of project outcomes that meet beneficiaries’ needs and comply with program guidelines
- Effective monitoring, evaluation and reporting of the SPA activities; managing all components of program effectiveness
- Management and oversight of implementation teams and the provision of support for the Deputy Program Manager and Operations Manager
- Ensure appropriate coordination with the Managing Contractor, including the provision of technical support for quality assurance
- Managing and developing the project team, including recruiting, training, performance appraisal
- Monitor project progress against agreed project objectives and activities using appropriate tools, especially the work plans
- Any other responsibilities as requested by the Country Program Coordinator
Eligibility Criteria
Applicants must have-
- At least 5 years of experience of project management in rural livelihoods, income generation, social protection and development programs;
- Extensive knowledge and skills in project cycle management;
- The ability to develop people and provide oversight for implementation teams;
- The ability to plan, monitor and report on project activities;
- Representational skills, diplomacy and the ability to communicate and negotiate at all levels;
- Excellent written and spoken English;
- Willingness to live and work in remote areas;
- Masters level diploma in relative discipline;
- Sound Experience in project management in Laos or countries in South East Asia;
- Proven management and supervisory experience in motivating and leading multi-disciplinary teams and stakeholders;
- Proven analytical writing skills, demonstrated leadership, management and coordination skills;
- Experience working in Lao PDR and the ability to understand and speak Lao is a significant advantage
