The United Nations Office for Project Services (UNOPS) is currently seeking applications for the post of Specialist Costs based in Guatemala City.
UNOPS mission is to serve people in need by expanding the capacity of the United Nations, governments and other partners to manage projects, infrastructure and procurement of sustainable and efficient manner.
Key Job Responsibilities
The Specialist Costs will perform the following functions-
- The review of technical documents accompanying procurement requests made by the UEP-INFOM, in accordance with the responsibilities described in the Technical Proposal and the related annexes are part of the UNOPS-INFOM Convention as the basis for hiring pre- engineering, consulting (planning or construction supervision) or works. In case of works, the technical file corresponds to an Executive Project, whose review should be thorough to warn of the effects of any omission or contradiction or inconsistency between the technical documents; part of his responsibilities includes the rapid analysis of designs, in order to visualize if they conform to the needs of each project and contract tender.
- Technical Report with recommendations. Derived from technical analysis by the / the specialist costs a document or technical report with recommendations will be generated. In cases of minor significance, which do not substantially modify the content of the technical files, El / Cost Specialist technical agreement with the UEP / INFOM may make any necessary adjustments. If it is determined that the deficiencies are substantial, they must be returned with comments to the UEP / INFOM to the effect that the original design or planning complement or complete as a result of the comprehensive review of the technical file.
- Work plan. The review of the technical records must comply with a work plan with objective, rapid, concrete and practical, so that in the short term, quality control and technical report required to complete interventions. Deliverables committed to the roadmap and any other product according to their specialty area will contribute to the adequate provision of services STE INFOM and form the basis for the start of the procurement cycle is completed with the hiring of the different services.
- The / Specialist may support procurement processes and participate in the evaluation committees by the staff of the local Office of UNOPS.
- The / Specialist in their periodic reports, provide inputs to form a single consolidated report to publicize the progress and compliance indicators to ensure satisfactory progress of the proposed External Support that emphasizes outcomes Procurement and its recommendations for goals and products can be achieved in a successful and effective manner.
- It will perform any other activity related to its area of jurisdiction for the benefit of technical assistance that UNOPS provide the UEP-INFOM.
Eligibility Criteria
Applicants must have-
- Bachelor of Civil Engineering
- Cost engineering expertise is desirable, but may be replaced by experience.
- Strong knowledge in design, construction or construction supervision or edificativas hydro-sanitary works.
- Minimum 2 years of relevant work experience in relevant positions, whether designs, construction management or supervision that represent investments in sanitation and water projects of their professional experience.
- An important added value that has participated in the management or supervision of hydraulic and sanitation works will be considered.
- It is desirable experience with UN agencies and / or familiarity with the procurement policies of the Inter-American Development Bank IDB; and have experience of project management at the national level of the Republic of Guatemala.
- Compel to Management Spanish language.
- Desirable English proficiency.
