The Department of Field Support (DFS) is currently seeking applications from the eligible applicants for the post of Senior Administrative Officer based in Addis Ababa, Ethiopia.
DFS provides dedicated support to peacekeeping field missions and political field missions.
Key Job Responsibilities
The Senior Administrative Officer will perform the following functions-
- Plans, manages and oversees UNOAU activities pertaining to the partnership with the African Union in planning and managing the human resources, budgeting, financial, procurement, logistical support, ITC, training and general administration aspects of AU peace support operations and the African Standby Force (ASF), as applicable and develop this capacity for the future;
- Provides expertise and draws on UN best practices to help the African Union develop sound administrative and support practices for their peace support operations and the ASF.
- In cooperation with the African Union, helps plan and forecast the personnel, financial and logistical requirements of AU Mission components.
- Reports on AU administrative, logistical and financial matters in peace and security;
- The SAO may also be responsible for other duties, as applicable, such as:
- Drafts guidelines, reports and correspondence on a wide range of issues for the HoO, as requested, and ensures that all relevant UN rules and regulations are adhered to;
- Drafts responses to correspondence required from the HoO on AU administrative/policy documents;
- Takes the lead on the development and implementation of special projects for the AU, such as Security/Evacuation Plan, Welfare Activities, etc., as requested;
- Undertakes the evaluation of the support provided by the Administrative Planning and Advisory Section to the AU, in coordination with other partners;
- Liaises with the Office of the Special Representative of the Secretary-General (SRSG), as well as Chiefs of Services and Sections on AU administrative issues/activities, as applicable;
- Liaises with local authorities, mission stakeholders, and UN Agencies, Funds and Programmes or other parties on behalf of the HoO;
- Maintains direct liaison, as applicable, with the Resident and External Auditors;
- Reviews, as applicable, all audit observations submitted and drafts appropriate responses in consultation with the Director of Mission Support;
- Monitors implementation of partners/Board of Inquiry recommendations;
- Represents the HoO in various standing or Regional Boards and Committees, such as Property Survey Board (PSB), Claims Review Board (CRB), and may act as alternate Chairperson of the Local Committee on Contracts, as applicable;
- Performs other duties, as assigned.
Eligibility Criteria
Applicants must have-
- Advanced university degree (Master’s degree or equivalent) in Business or Public Administration, Finance, Law, Logistics, Supply Chain, or related area.
- A first-level university degree with two (2) additional years of relevant experience may be accepted in lieu of the advanced university degree.
- A minimum of ten (10) years of progressively responsible experience in budget/finance, procurement, human resources, training, finance, general administration, logistics, CITS or a related field is required.
- UN experience in three or more of these areas is desirable.
- At least two years of experience in a UN common system (peacekeeping, special political mission, or UN Agencies, Funds and Programmes) field operation managing complex operations in a post-conflict or conflict environment is required.
- Hands-on experience with UN administrative/financial/mission support policies and practices is required.
- Proven experience coordinating multiple aspects of mission support functions at the regional level (e.g. outside of a headquarters location) is desirable.
- Experience and proven results in client service, capacity-building or implementing partnerships are all desirable desirable.
- Experience in an African context and/or with the African Union is desirable.
- English and French are the working languages of the United Nations Secretariat.
