The Asian Development Bank (ADB) is currently seeking applications from the eligible applicants for the post of Senior Project Officer based in Indonesian Resident Mission (IRM).

Key Job Responsibilities
The Senior Project Officer will perform the following functions-
- Analyzing and identifying sector performance indicators to assist in the Design & Monitoring Framework (DMF) preparation.
- Participating in project processing missions as necessary.
- Undertaking sector assessments/planning, loan and technical assistance (TA) processing, and acting as the National Staff-focal point for liaison with the Government and other development partners in selected infrastructure sectors.
- Updating and revising PAM/FAMs.
- Analyzing progress of projects, tracking key actions on procurement and disbursement, and leading or participating in project implementation reviews.
- Reviewing Executing Agency’s (EAs’) submission on procurement of good and works, recruitment of consultants, bidding documents, and bid evaluation reports, ensuring compliance with ADB guidelines and policies for projects administered by IRM.
- Preparing Procurement Papers for consideration of Procurement Committee.
- Preparing Project’s annual contract awards and disbursement projections and monitoring progress.
- Preparing draft requests for approval of changes in project scope and implementation arrangements, reallocation of TA/loan proceeds, change of loan financing percentages and extension of closing dates.
- Preparing draft project administration related memos and correspondence.
- Reviewing consultants’ reports, quarterly project reports and safeguard documents.
- Ensuring Project’s compliance with the Public Communication Policy through timely disclosure of reports.
- Tracking sector output and outcome performance under results-based lending operations
- Tracking performance in sector reform commitments made under policy based loans
- Reviewing and updating individual Project Performance Reports (PPRs) and Technical Assistance Project Reports (TPRs); monitoring compliance with loan covenants and action plans and submission of Audit Reports and Project Accounts.
- Leading and/or participating in project inception, review, mid-term review, special loan administration missions and project completion review missions. .
- Preparing project completion reports (PCR) and TA Completion Reports (TCR). May be tasked to assume mission leadership.
- Conducting short training for counterpart staff in project implementation and resident mission.
- Supporting preparation of reports required by IRM, the department and by other departments/offices concerned, ensuring high quality output and timely submission.
- Reviewing regular reports on performance status of ongoing loan/grant/TA projects, achieving intended outputs/goals, and identifying problems encountered especially for “At Risk” projects.
- Analyzing contract awards/disbursements projection and monitoring performance on contract awards/disbursements, with proposed actions to meet annual projections.
- Reviewing performance validation process of Projects under the eOperations database system.
- Preparing PCR/TCR programs and monitoring progress.
- Preparing annual mission plans and staff-days requirement for project administration activities.
- Preparing draft briefing notes and presentation materials for workshops, conferences, meetings and seminars.
- Providing guidance and training to AS under supervision.
- Maintaining good working relationship with relevant agencies and ministries.
- Performing other duties that may be assigned as reflected in the incumbent’s workplan.
Eligibility Criteria
Applicants must have-
- Bachelor’s degree in Engineering, Economics or Finance, or a related field, preferably with master’s degree or equivalent.
- At least 8 years of experience in one or more of the following: project administration/ coordination, portfolio management, and project processing; and at least 4 years of supervisory experience.
- Former work experience and established relationships with key government agencies and ADB’s clients in Indonesia will be an advantage.
- Prior experience with multilateral or bilateral donors that have lending programs in Indonesia will be an advantage.
- Strong analytical and problem-solving skills.
- Sound understanding of a multilateral organization’s procedures and practices related to TA and loan project processing and administration, including safeguards compliance.
- Strong skills with computer-based applications.
- Excellent spoken and written English capability that needs to be demonstrated through prior reports and work outputs.
- Ability to conduct research, analyze and check data from external and internal sources, reconcile or explain inconsistencies, develop budgets, statistical calculations, and basic financial calculations.
