The Concern Worldwide is currently seeking applications from the eligible applicants for the post of WASH Programme Manager, based in Turkey. The duration of the position will be of 1 year.
The purpose of the WASH Programme Manager is to efficiently and effectively manage the implementation and expansion and of the WASH programmes in line with Concern’s organizational strategies, policies and procedures.

Key Job Responsibilities
The WASH Programme Manager will perform the following functions-
- Lead in development of proposals and budgets for WASH activities/projects in relation to the emergency response.
- Participate in conducting WASH assessments and planning responses together with other teams working on the emergency response.
- Ensure strict compliance to Concern and donors procurement policies and practices.
- Lead Concern’s multi-sectoral response, whenever needed for a specified period of time.
- Ensure that safe and appropriate WASH facilities are implemented for Concern’s response areas.
- Ensure that gender, protection and environmental impact are mainstreamed in all WASH projects.
- Participate proactively and contribute in the WASH technical working group and cluster meetings.
- Work with the team to identify and document project learning and success cases and disseminate learning on the earthquake response.
- Develop strategies and plans for remote monitoring of WASH activities inside Syria.
- Prepare all the necessary reports such as progress reports, annual reports and final reports for donors.
- Organize donor visits, evaluations and programme reviews as necessary.
- Ensure timely and accurate budgets and revisions for projects.
- Support the Programmes Director to manage the project budget and ensure expenditure is in line within agreed project plans and budget.
- Ensure that project expenditure is undertaken in line with finance policies and procedures, and that resources are optimally utilised.
- Ensure full compliance with security plans and protocols.
- Lead and manage assigned staff, contributing to their capacity building and career development.
- Coach all team members to ensure they fully understand outcomes which are expected of them, through Concern’s Performance Development Reviews system (PDR’s).
- Support and when necessary lead emergency response programming for Concern as and when requested.
Eligibility Criteria
Applicants must have-
- Qualifications in a discipline related to Civil Engineering and/or Environmental/Public Health are essential.
- At least 4 years’ overseas experience in the management and coordination of complex emergency interventions.
- Good capacity in community mobilization and knowledge of participatory approaches.
- Practical experience in construction of water and sanitation facilities (borehole drilling, hand dug wells, low cost sanitation etc.) sustainability of water points, training of WASH committees etc. and in participatory hygiene promotion methods.
- Experience with water testing and analysis.
- A proven record of effective project and people management.
- Sensitivity to cultural differences, and the ability to work in a wide variety of cultural contexts.
- Flexible, adaptable and patient.
- Sound IT skills, including Word and Excel.
- Arabic language skill.
- Experience in remote management of WASH programmes.
- Understanding and experience of the Humanitarian Accountability Partnership.
- Previous experience of multi-sectoral response.
- Experience of working in Consortia.
- Proven influencing and negotiating skills with internal and external audiences, experience working in partnership with Governments would be an advantage.
- Experience of working in Middle East (or elsewhere under similar conditions) would be an advantage.
- Ability to train local staff and to motivate and develop skills of others.
- Knowledge on using engineering software including AutoCad and GIS.
