The Asian Development Bank (ADB) is currently seeking applications from the eligible applicants for the post of Project Analyst based in Manila, Philippines.
The Project Analyst will provide specific support in performance of operational and administrative functions, and those related to planning work and project administration.

Key Job Responsibilities
The Project Analyst will perform the following functions-
- Performs administrative functions to support the division Director, including monitoring quality at entry of various reports, drafting correspondence, and coordinating workload and other administrative support staff concerns.
- Provides preliminary review of country and regional strategy and program, draft report and recommendation of the President (RRPs), technical assistance (TA) and Japan Fund for Poverty Reduction (JFPR) reports, and other reports for updating the project profile in PP-SO, Disclosure Management System, and others.
- Provides preliminary review of all RRPs and Project Administration Memorandum (PAMs) and comments on their implementation arrangements taking into account lessons learned from previous projects and compliance with procurement policies and procedures.
- Reviews procurement plans, contract packaging, cost estimates, financing plan and consultant terms of reference in RRPs and PAM/ Facility Administration Manual (FAM) to maintain consistency, accuracy and effectiveness.
- Monitors and controls quality of Project Performance Reports (PPRs) and TA status reports and ensures updating takes place as scheduled. Monitors loan and TA processing and alerts Director, SEUW of any significant deviations from programmed dates.
- Provides initial analysis of the portfolio performance of the division and identifies areas for improvement in portfolio performance and management.
- Monitors and comments on: (i) change of project scope and implementation arrangement; (ii) reallocation of loan proceeds and change of financing percentages; and (iii) prequalification and award of contracts if needed.
- Shares insights on resolving complex issues.
- Participates in selected missions, if necessary.
- Administers loan, grant, and TA projects, including all aspects relating to consultancy recruitment and management, procurement and disbursements, in line with ADB’s policies.
- Performs other duties and ad hoc requirements as required and reflected in the incumbent’s workplan.
Eligibility Criteria
Applicants must have-
- Bachelor’s degree
- At least 5 years of relevant professional experience
- Demonstrates knowledge and understanding of ADB operational processes and procedures
- Able to undertake background research and analysis on difficult but well defined tasks, collect and organize required data and information, apply appropriate computer skills in analyzing and developing the data; and prepare notes, papers and sections of reports
- In-depth understanding of the interactions between different ADB work areas and relevant workflows and their purposes
- Good analytical thinking with ability to make simple causal links, pro-and-con lists and analyses to reach a decision; and set priorities for tasks in order of importance
- Proficiency in ADB standard software programs and information technologies
