The United States Government, as represented by the United States Agency for International Development in Rwanda (USAID/Rwanda) is seeking concept papers from qualified and eligible organizations for a three-year activity program entitled- Strengthening Participation & Accountability to strengthen systems and processes that ensure rule of law, strengthen the role of civil society in development, and empower citizens to exercise their rights and fulfill their responsibilities as set forth in Rwandan laws.
Program Objectives
- Strengthen the Rule of Law
- Empower local actors and CSOs to strengthen the rule of law, through targeted research, policy engagement and/or public interest litigation.
- Strengthen the capacity of justice system actors to consistently and effectively enforce the written law.
- Foster Impactful Research, Government Engagement and Action on Laws and Government Policies
- Empower local and national CSOs to have the will and capacity to engage effectively in research, and with the government, on key issues.
- Address identified gaps in Rwandan CSOs’ and the justice system’s ability to effectively prevent and respond to gender-based violence (GBV).
- Foster Impactful Youth Education
- Empower a new generation of young Rwandan leaders from government, civil society and the private sector to engage in critical analysis and dialogue on their rights and responsibilities as citizens.
Award Information
- USAID/Rwanda intends to award between $3.28 million and $7 million under this Annual Program Statement (APS), for approximately 6 – 9 grants lasting from one to three years.
- The majority of grants will be between $50,000 and $700,000 over two to three years, although USAID will consider awarding smaller or larger grants.
- The maximum award amount for any one grant is not expected to exceed $1 million.
Eligibility Criteria
All applicants must be legally recognized organizational entities under applicable law.
- Registered U.S. and non-U.S. private non-governmental organizations,
- Registered U.S. and non-U.S. non-profit organizations,
- For-profit organizations willing to forego profit, and
- Public international organizations.

- Only Concept Notes must be submitted for evaluation. Thereafter, USAID/Rwanda will invite the Applicants whose concept papers received the highest rating to participate and submit an application for the second stage.
